- J.7 J.6 J.5 J.4 J.3 J.2 SOW RFP Dockside and Repairs to NOAA Ship Henry B. Bigelow The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the drydock and repairs to NOAA Ship Henry B. Bigelow. The Henry B. Bigelow is 209 feet long overall, and its home port is Newport, RI. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: Temporary Services, Drydocking and Routine Drydock Work, Sea Valve Overhauls, Zinc Renewals, Cathodic Protection System Inspection and Replacement, Underwater Body Coating, Bow Thruster Inspection, Ground Tackle Inspection and Preservation, Rudder/Tail Shaft Removal and Inspection, Propulsion Shaft Thrust Bearing Inspection & Cooler Replacement, Forepeak Ballast Tank Sandblast and Preservation, Crane Bolt Inspection and Replacement, Pump Disassembly, Inspection and Rebuild, Load Test, ABS Special Survey, Engine Exhaust Resilient Mount Replacement, Dock Trials, Sea Trials OPTION ITEMS: Anchor Windlass Replacement, Deck Covering Installation, MSD System Media Replacement & Tank Preservation, TLI Installation, Sperry Speed Log Replacement, Engine Exhaust Pipe Insulation Replacement, Superstructure Preservation, Stack Preservation The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be 84 calendar days, with a start date on November 16, 2015 with completion date on February 5, 2016. The vessel will be available for a shipcheck on August 25, 2015 at 0900 hours at its home pier and place of performance located at Naval Station Newport - Pier 2, 68 Peary Street, Newport, RI. Vehicle and personnel access to NOAA Ship Henry B. Bigelow for all work is restricted via gated security and a background check will be performed by the USN prior to allowing anyone on the Base. All contractors, vendors, and visitors are required to make pre-arrival arrangements for access in advance (minimum of 1 week) by calling the Port Engineer at 508-642-3986. This procurement is being issued on an unrestricted basis. The applicable NAICS code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15; the RFP will be issued on or about July 25, 2015 with proposals due on or about September 9, 2015. The anticipated award date is October 7, 2015. The Government anticipates awarding a firm fixed price contract to the contractor whose offer conforming to the solicitation, will be most advantageous to the Government, considering only price and the price related factors specified in the solicitation. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; Offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the proposal.
