Description
THE PURPOSE OF THIS MODIFICATION IS TO SUBSTITUTE THE LANGUAGE BELOW FOR THE PARAGRAPH THAT IS CURRENTLY IN THE POST. Capability statements should be submitted in Microsoft Word compatible format and are due no later than 31 August 2015, 4:00pm EDT. Responses shall be limited to 20 pages plus any supporting artifacts and submitted via e-mail only to postellbj@state.gov. The number of pages in Section 1 and the responses to questions posed by the Government above, shall not be included in the 20 page limitation. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. For clarification, Section 4 Historical Performance is included in the 20 page limit. THE PURPOSE OF THIS MODIFICATION IS TO PROVIDE ANSWERS TO THE QUESTIONS FOR THIS REQUEST FOR INFORMATION (RFI) SUBMITTED ON AUGUST 11, 2015. SEE ATTACHMENT CONSOLIDATED CSM RFI QUESTIONS AND RESPONSES. ALL OTHER TERMS AND CONDITIONS OF THIS REQESTION FOR INFORMATION (RFI) REMAIN THE SAME. Description: Sources Sought Notices (herein referred to as a Request for Information) are issued by the Department of State when performing market research to determine industry interest and capabilities. The Department of State is interested in the capabilities of both small and other than small businesses to perform the services, and is particularly interested in the capabilities of small business and strongly encourages responses from those businesses. Vendors are also encouraged to provide information regarding plans to use joint venturing (JV), partnering or consortiums to meet the requirements contained in the PWS. Details pertaining to the entire scope of work are contained in the PWS and other documents attached. A second objective is to engage industry to identify risks, provide recommendations and other insights as it pertains to the acquisition and the attached documents. This is a Request for Information announcement only. This is not a solicitation or request for proposal and in no way commits the Government to award a contract. The Government does not intend to award a contract(s) based solely on the submission of this Request for Information nor does it intend to pay for any costs incurred in response to this announcement. The Department of State reserves the right to terminate this request and change its requirements if needed. Responding to this Request for Information does not guarantee participation in future Department activities. Background: The DoS Bureau of Consular Affairs (CA) is responsible for the welfare and protection of U.S. citizens abroad and for the issuance of Passports that enable Americans to travel internationally while at the same time vetting and issuing visas to non-citizens. CA plays a vital role in U.S. Border Security through the issuance (or denial) of travel documents. CA deals with events and issues that have a personal impact, including birth, death, adoption, child custody, citizenship, and relocation to another country. CA also assists citizens who fall victim to crime, accident or illness in other countries, or just want to vote absentee. As the public face of the Department of State for millions of US citizens and foreign nationals around the world, CA plays a vital role in the Department's mission. CA established a strategic initiative called ConsularOne to implement the new technology framework and the online services. The ConsularOne initiative is intended to modernize and consolidate the operational environment under a common technology framework in order to better support the services provided to CA's customers, including passport and visa application; adjudication and issuance; emergency and non-emergency citizen services; crisis; and other consular services. As an investment, ConsularOne is intended to meet the following goals: • Alignment with CA's desired business processes. • Consistent, accurate, and real-time information access for CA personnel. • Lower operational total cost of ownership and complexity as compared to the existing environment. • Increased flexibility and scalability in meeting new and changing requirements. • Utilization of a common and intuitive user interface. • Support of paperless processing to the extent feasible. • Reduction of redundant data entry and other administrative burdens. • Improved quality, efficiency, and timeliness of services. • Support of the collection and analysis of performance metrics. • Increased mobile accessibility. • Improved integration with external databases. • Increased opportunity for greater accountability by improving process integrity and internal controls. ConsularOne is envisioned as the means through which CA will modernize its tools and technology to provide online capabilities for its business services (e.g., passports, visas, repatriation loans, travel alerts, etc.). It is anticipated that ConsularOne must be able to exchange data with current operational systems while transitioning to the new online capabilities. As new ConsularOne components are designed and developed, the ConsularOne team will work with stakeholders, such as business area Subject Matter Experts (SME), to ensure a robust system is deployed that meets CA's needs. Performance Objectives and Requirements: Tentative Facility Clearance Requirement: TOP SECRET CMMI-Level III DCAA approved cost accounting system Required NAICS Code: 541512 -- Computer Systems Design Services Tentative Facility Location Requirement: Within a 50-mile radius of 600 19th St NW, Washington, DC 20522 (to reduce travel and administrative costs) MARKET RESEARCH - REQUEST FOR INFORMATION (Capability Statement) Instructions: Interested parties are requested to respond to this RFI with a capability statement and supporting artifacts. The Government seeks feedback and comments on the attached Draft Performance Work Statement in general, with specific interest in written comments/ feedback on the following considerations/sections: 1. Based on industry experience of similar contracts are the required tasks and performance objectives consistent with this type of requirement or are there additional requirements the Government could address to ensure optimal performance of the contract? 2. Identify areas for improved efficiencies within the PWS. 3. Identify any areas where interested parties believe a potential risk exists or will present itself by fulfilling the terms of the PWS. 4. Is there any area within the PWS where interested parties believe the Government could improve the stated requirements in a clear and unambiguous manner? If so, please identify them and provide recommended language. 5. It is the Government's intent to utilize a hybrid FFP, T&M, CPFF and CPIF task order. What are your comments regarding how these types are applied to the CLINs as identified within the PWS structure? If you have comments, please provide a proposed alternative and explanation how this would be preferred. 6. What types of incentives do you think would inspire the Contractor to optimize performance? Also, provide associated metrics. 7. Please comment on the realism of the five year schedule for development and integration given the estimated function points. Please provide detailed information regarding your position and recommendations. 8. What would you recommend as oversight deliverables and measures for a major Federal program using agile methodologies? Section 1 - Administrative Information Provide administrative information including the following as a minimum: • Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. • Identify the respondent's CAGE code and DUNS number. • Proprietary information must be clearly marked as such. • Small Business/Socio-Economic status of respondent, if any, (i.e. small business, small disadvantaged business, 8(a) small business, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, and economically-disadvantaged women-owned small business). Note: The applicable NAICS code for this effort is 541 -- Professional, Scientific, and Technical Services/541512 -- Computer Systems Design Services • If the solutions suggested are available on the respondent's GSA Schedule contract or any other Government-wide contract (e.g. GWACs), provide the contract number of that/those contract(s). • If you intend to use joint venturing (JV), partnering or consortiums to meet the requirements areas contained herein, provide information on how you would envision your company's areas of expertise and those of any proposed JV/partnering/consortium would be combined to meet the specific requirements contained in this RFI. Section 2. - Organization Certifications Interested parties are requested to provide a summary of the Source's Organization Certifications, relevant to this effort. This summary should address all mandatory certifications, justification for equivalent certifications, and additional applicable certifications. If a source lists other certifications that may be applicable or equivalent to a mandatory certification, the source must explain why that certification is beneficial/applicable. For each certification, specify the requisite details of the certificate (e.g. level, type, accrediting body, date, etc.). In particular Interested Parties should provide information related to the following mandatory requirements: 1. CMMI-Level III - Please explain the exact process area and level of maturity included in your company's certification. 2. Top Secret Facility Clearance - Please indicate whether you have met the requirement for a development facility cleared for Top Secret work. If not, please describe how you would plan to handle data classified at the Top Secret level. 3. DCAA approved cost accounting system - Provide the date your cost accounting system was certified and approved by DCAA. Section 3. - Capability Approach Interested parties are requested to provide a high level approach detailing how you will be able to meet all the requirements outlined in the PWS based upon your experience performing under similar efforts. This response should include sufficient information for each task area. Section 4. - Historical Performance: Potential Sources are requested to provide a past performance summary with up to three (3) previous contracts whose effort is recent and relevant to the size, scope, and complexity of the effort required by this Request for Information. Contracts are defined as any Federal, State, and Local Government contracts as well as any private contracts. This summary should provide an overview of the effort and discuss your organization's specific role in accordance with the template provided. In particular your summary should: • Emphasize experience in the role of Prime Integrator as referenced in the PWS. • Provide your experience in using Oracle Siebel Customer Relationship Management as a part of the core technology. • Describe your experience implementing an Identity and Access Management Suite. • Provide examples of work you have performed employing an agile framework, such as, Scrum or Scaled Agile Framework (SAFe) in a large public sector modernization program. • Provide examples of your capability managing day to day operations during the implementation of new technology. For the purposes of this Request for Information, "recent" is defined as a contract (prime or subcontract) that is currently in-progress or that was completed within the past three (3) years. *Interested parties are advised to examine this Request for Information and the supplemental documents in the attachments in their entirety to ensure its response provides all of the information requested. Interested parties are cautioned that merely re-stating the requirements with a statement of intent to perform DOES NOT reflect an understanding of the requirements or capability to perform. Statements such as "the Offeror understands" and "the Offeror has a long history of outstanding support" along with responses that paraphrase the Request for Information and supplemental documents will be considered as insufficient information to support a firm's capability. Phrases such as "standard procedures shall be employed" or "well known techniques will be utilized" will also not be considered sufficient. Capability statements should be submitted in Microsoft Word compatible format and are due no later than 3 September 2015, 4:00pm EDT.
