Bid Schedule DPW Washer & Dryer W911S7-15-B-0035 DPW Washers & Dryers This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Bids are being requested for the required items and no written solicitation will be issued. Solicitation number W911S7-15-B-0035 is issued as a request for Seal Bids, Invitation For Bids (IFB).This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43 dated 02 August 2010. This is procurement is a Total Small Business set-aside for Small Business under NAICS 333318 with a size standard of 1,000 Employees. Ft. Leonard Wood, MO requires the following items. CLIN 0001- Purchase - Qty. 482 Washers and Qty. 483 Dryers. FOB: Destination - Fort Leonard Wood MO 65473. Description and Specification Requirements: WASHER MACHINES: Washer machines shall be commercial grade, self-service, automatic, top loading, shall have minimum of three wash temperatures and a cold rinse temperature, and shall have a tub capacity in the range of 2.7 cubic feet to 3.3 cubic feet. Machines shall new "out-of-the-box and shall not be coin-operated. DRYER TUMBLERS: Dryer tumblers shall have a Permanent Press setting with adjustable heat settings and be commercial grade, self-service, automatic, electric heating, 240 volt, 60 Hz single phase AC, and have a cylinder capacity in the range of from 5.5 cubic feet to 7.0 cubic feet. Machines shall not be coin-operated. WARRANTY: Washers and dryers shall be provided with 1-year manufacturer warranty on parts and labor. Warranty shall be provided at the time of installation. INSTALLATION: The Contractor shall deliver and install washers and dryers at locations within buildings specified by the Government. The Contractor shall provide all necessary electrical wires and plugs, plumbing fixtures, venting devices, and other necessary fixtures extending from the washers and dryers, to affect safe and efficient hookups with the building electrical outlets, drainage pipes, and vents. Installation shall be in accordance with standard commercial practices. Contractor shall coordinate with the incumbent contractor to affect an orderly and expeditious transition. The incumbent contractor will remove their washers and dryers and contractor shall replace on a one-to-one basis. DPW Inspection Branch shall make out a schedule for removal, in which the incumbent will remove all machines from each location, and the contractor shall immediately install their washers and dryers in each vacated location. SEE ATTACHMENT TE 1- Locations Washer and Dry to be installed. DENTIFICATION NUMBERS: The Contractor shall provide documents that include serial number and location of washers and dryers after installation. NOTE: Washers shall be 110 Volt receptacle. Dryers have the possibility of 3 or 4 prong connection. Installer to verify connection prior to installation (this is common industry standard). SUBMISSION OF BIDS (HANDCARRIED AND MAILED) HANDCARRIED: Hand carried bids may be turned in at the Receptionist Desk, Building 606, located at 5772 Iowa Avenue, Fort Leonard Wood, MO, Monday thru Friday, between the hours of 7:30 a.m. and 4:00 p.m. MAILED: Bids/proposals mailed for submission shall be mailed to Mission Installation Contracting Command-Fort Leonard Wood, 5772 Iowa, Fort Leonard Wood, Missouri 65473 when using regular postal service. For any express or overnight mailing service, the address to be used is Mission Installation Contracting Command-Fort Leonard Wood, 5772 Iowa Avenue, Building 606, Fort Leonard Wood, Missouri 65473. All bids submitted shall have the Solicitation Number and Contract Specialist Name clearly identified on the outermost container for reference and routing purposes. NOTE: Bidders must enter their bid prices (unit and total) to the right of each item on the Attached Bid Schedule to this Combined Synopsis. Failure to provide a price for each item on Bid Schedule shall render the entire bid nonresponsive. FACSIMILE SUBMISSION OF BIDS Original bids will not be accepted by facsimile, however, facsimile modifications or withdrawals will be permitted. BID OPENING 1. The bid opening for this solicitation will be held at Mission Installation Contracting Command-Fort Leonard Wood, Building 606, Fort Leonard Wood, Missouri at 2:00 P.M. August 27, 2015. 2. However, due to security checks at the Installation Gates, bidders/offerors may experience lengthy delays before being allowed to enter the installation. Delays caused by traffic congestion or installation security procedures shall not entitle bidders/offerors to additional time to submit their bid/proposal. All bids reaching the Mission Installation Contracting Command-Installation Contracting Office, Fort Leonard Wood after the date and time set for the receipt of bids/proposals shall be considered late. NOTE: Bids/Proposals delivered via carrier service are routed through a mail distribution point prior to arrival at Building 606. Irrespective of this fact, bids that are not at Building 606 by the date and time set for the receipt of bids/proposals will be considered late. Based on current conditions, bidders/offerors are cautioned to allow ample time for their bid/proposal to arrive at Building 606 by the time designated in paragraph 1 for the IFB/RFP opening. NOTE: Bidders/Offerors are reminded that pursuant to FAR 52.214-5 bids should be addressed and mailed to the office specified in the solicitation. Bidders/Offerors are warned that packages addressed otherwise might be subject to opening and inspection by installation security personnel. Bids/proposals that are opened by security personnel due to a Contractor's failure to comply with mailing instructions will be evaluated based on the information in the packets received by the Contracting Officer. If any required information is not in the bid/proposal packet when received by the Contracting Officer, it will be conclusively presumed that the bidder/offeror failed to include such information with its bid/offer. Allegations that information must have been removed by security personnel will not be grounds for acceptance of information after the time set for receipt of bids/proposals. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. As used in this clause-- Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization. Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF). Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system. (b) ) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. (c) WAWF access. To access WAWF, the Contractor shall-- (1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and (2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site. (d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/. (e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol. (f) WAWF payment instructions. (1) The Contractor may obtain clarification regarding invoicing in WAWF from the following contracting activity's WAWF point of contact. 5152.233-4000 5152.233-4000 AMC-LEVEL PROTEST PROGRAM (Sep 2011) (LOCAL CLAUSE) If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible contracting officer. However, you can also protest to Headquarters, AMC. The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 20 working days from filing. To be timely, protests must be filed within the periods specified in FAR 33.10.
