Description
DOCUMENT TO BE RETURNED ARE LISTED IN THE SOLICITATION ON PAGE 6. This is a combined synopsis/solicitation. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), and the National Marine Fisheries in St. Petersburg, FL intend to award a purchase order to develop a list of Frequently Asked Questions (FAQ) for mitigating and restoring impacts to seagrasses across the Southeast Region geography, organize the list into subject areas and provide responses with appropriate literature citations for all questions utilizing the Seagrass Literature Review and Annotated Bibliography provided by HCD. Subject areas shall include by categories relevant to the FAQ content (e.g., planning, policy, ecosystem services, general methods, assessment monitoring/success). This is a 100% Set-Aside for a Small Business. The NAICS code is 541990. Business size standard $15M. Award of the order resulting from this action will be made to the Offeror whose quote offers the best value to the Government. The Government reserves the right of flexibility in conducting the evaluation as is necessary to assure a placement of an order in the Government's best interest. This acquisition is being processed under the procedures of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures and Part 12 Commercial Items. All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM). For information and to register, please access the following website: https://www.sam.gov/. In order to register on the SAM website, offerors must have a Dun & Bradstreet number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at http://fedgov.dnb.com/webform or by phone at (800) 333-0505. The Government intends to make an award to the responsive responsible quoter(s) providing the best value to the Government, price and non-price factors considered. 'Best value' means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement.
