- Attachment II - Representation by Corporations Attachment I - Statement of Work Combined Synopsis/Solicitation The National Institute of Standards and Technology has a requirement for a TA Instruments, Model RSA G2, analytical instrument system. Please see the attached Combined Synopsis/Solicitation and Statement of Work for additional information. This is a BRAND NAME ONLY requirement. Justification is based on the following: Subambient temperature testing is required for full characterization of materials. Interoperability of the cooling systems with multiple pieces of thermomechanical characterization equipment expands the range of testing possible for these multiple systems at a cost savings that would not be recovered through competition, since competitors' systems would require the duplication of costs for the cooling systems. The STG currently maintains and uses an ARES G2, Q2000 DSC, Q500 TGA, and a Q800 thermomechanical characterization equipment, all manufactured by TA Instruments. The DMTA includes a mechanical cooler for subambient termperature testing down to -90 C. This mechanical cooler is compatible with the ARES G2 and the Q800 systems, affording the same temperature range for these systems. The DMTA is compatible with the existing LN2 cooler used with the ARES G2, extending the subambient temperature range of the DMTA further down to -150 C. This use of a shared cooling system also respects current lab space restrictions. The TRIOS software platform which operates the DMTA (model RSA-G2) and analyzes the resulting data is the same platform used with the ARES-G2 system. This same software is compatible with the DMA Q800 for data analysis and modelling. A coherent data acquisition, analysis and modeling software platform is integral to the need to work with archived data for comparison and verification with new data acquired within this instrument suite. Compatibilities with existing equipment and lab space restrictions preclude consideration of a product manufactured by another company.
