- This is a revision to a previously issued SOURCES SOUGHT NOTICE to include in the title, the location of work to be consolidated: Base Operating Support (BOS) Services Contract for Naval Support Activities in Naples, Gaeta and Gricignano, Italy. This is a SOURCES SOUGHT NOTICE only. This is not a solicitation announcement. No contract will be awarded from this announcement, and no reimbursement will be made for any costs associated with providing information in response to this announcement. The purpose of this announcement is to obtain information only and to identify contractors who possess the capabilities to provide services as specified below. In preparation for a potential future procurement, the Naval Facilities Engineering Command (NAVFAC) Atlantic (LANT) is performing this market research to aid in the development of its acquisition approach. This is a SOURCES SOUGHT NOTICE to identify companies with the capacity, experience, and interest in competing for a Base Operating Support (BOS) Services Contract that may consolidate requirements under the existing BOS contract for NSA Naples and its outlying support areas with requirements under the separate BOS contract for Gaeta and Gricignano, Italy to include their outlying support areas. The work is anticipated to include, but is not limited to, providing all management, supervision, labor, materials, and equipment necessary to provide services for: Facility Support (Facility Investment, Grounds Maintenance and Landscaping, Pavement Clearance, and Pest Control), Utilities (Water and Wastewater), Base Support Vehicles and Equipment (Shuttle Bus Services), and Environmental (Regulated Medical Waste Pick-up and Disposal). The work, if consolidated as described above, is anticipated to be accomplished under an Indefinite Delivery Indefinite Quantity (IDIQ) Contract that is comprised of both Recurring and Non-Recurring Work Items. The contract term will be a base period with a potential of up to seven (7) one-year option periods. The NAICS code is 561210, Facility Support Services. These services are currently being performed via two (2) separate Combination Firm Fixed-Price (FFP) and Indefinite Delivery, Indefinite Quantity (IDIQ) contracts as follows: NAVFAC Contract N33191-07-D-0250, Naples BOS - U.S. NSA Naples, Italy, with the majority of work being performed at NSA Naples Capodichino and U.S. Naval Hospital (Gricignano di Aversa). Work also occurs at: Carney Park (Pozzuoli), Mt. Camaldoli and Lago Patria Receiver Sites. In addition to the locations listed above, the Government has the ability to order IDIQ work to be performed at other locations including, but not limited to, Government Quarters located within the provinces of Naples and Caserta, NSA Gaeta, and other areas throughout Southern Italy. NAVFAC Contract N62470-14-D-6015, Gaeta and Gricignano BOS - FFP work under this contract has been performed at various facilities under the cognizance of the U.S. NSA Naples, Italy including, but not limited to, Gaeta Department (Latina) and Support Site Gricignano di Aversa (Caserta). In addition to the locations listed above, the Government has the ability to order IDIQ Work to be performed at other locations within a 60 kilometer radius from Gaeta and/or Support Site Gricignano di Aversa. A Best Value Source Selection procurement is envisioned that includes both price and technical proposals. As permitted by FAR Part 10, we are requesting responses, comments, recommendations and suggestions as Market Research and Request for Information to assist in the development of our acquisition strategy. Please also note that any recommendation/suggestion provided in response to the Market Research Questionnaire/Request for Information may be utilized without any restrictions whatsoever or cost to the Government and may be included in the Performance Work Statement. As described above, the services are currently being provided under two (2) separate combination Firm Fixed-Price/Indefinite Delivery Indefinite Quantity type contracts. The Government is considering consolidation of the requirements and awarding one (1) Indefinite Delivery/Indefinite Quantity type contract (comprised of both Recurring and Non-Recurring Work Items) as the follow-on to the existing contracts. In development of a proposal in response to such a contract type, what information, methodology, background or other data would be informative? 6. Describe any advantages or disadvantages you foresee in the proposed consolidation. 7. The Government is contemplating a maximum phase-in time of 30 days for the work included in the potential procurement. Would you consider this an adequate amount of time? If not, what period of time would you recommend and what is your recommendation based on? 8. Please provide any other comments, recommendations and/or suggestions.
