Statement of Work for NCI Training SOURCES SOUGHT NOTICE Notice Number: HHS-NIH-NCI-SBSS-TSB-54425-94 Title: "NCI CBIIT Radical Collaboration and Green Zone Thinking Training Services." This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned a code of 611430 in the North American Industry Classification System (NAICS), and the size standard for such requirements is $11.0M. The National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT), proposes to procure Radical Collaboration and Green Zone Thinking training from The Green Zone Culture Group located at 2944 Shady Drive, Jacksonville, FL 32257; for. A. Background The NCI Center for Biomedical Informatics and Information Technology (CBIIT) provides information technology infrastructure, computing, and biomedical informatics support and integration capabilities to the cancer research community and the NCI. The CBIIT also serves as a focal point for cancer research informatics planning worldwide. The Center works with research organizations, biomedical informatics groups and standards bodies to facilitate the identification and adoption of information exchange standards, thus connecting research information sources wherever they may reside. Additionally, CBIIT acquires, manages and operates the collection of hardware, hardware maintenance contracts, software, network, labor and structures required for conducting the administrative and scientific activities of the National Cancer Institute (NCI). CBIIT has undergone several changes in leadership in the past year and as a result has a renewed focus on excellent service as its number one priority. Key components to help transform CBIIT into a customer-focused, service organization that supports the CBIIT mission include; mission and functional realignments, a formal and professionally led organizational change management program, and emphasis on shared responsibilities and authorities to ensure a cross-functional, high-performance, team approach to providing customer based services and solutions to the NCI and the cancer research community. In addition, CBIIT and NCI informatics staff actively participate in collaborative efforts with other NIH ICs and Department of Health and Human Services (HHS) divisions and offices to develop automated tools, databases, and systems to support research projects, objectives, and missions. An immediate need exists to provide this same Radical Collaboration Training to project staff from NIH Office of the Associate Director of Data Science, the NCI, and multiple other NIH ICs involved in NIH's Big Data to Knowledge program. To best implement the organizational and culture changes necessary to fully implement the service based model vision and meet mission and performance goals and objectives is through the Radical Collaboration and Green Zone Thinking training. These training courses will ensure a close, supportive, and focused management and supervisory team within the CBIIT organization. B. Requirement The requirement consists of two training courses, the Radical Collaboration and the Green Zone Thinking, workshops which will be conducted to train 24 students. The Radical Collaboration workshop is a highly interactive class which is taught to build the following skills (Collaborative Intention, Truthfulness, Self-Accountability, Self-Awareness, and Interest-Based Problem Solving and Negotiating). This training workshop specifically focuses on interpersonal and problem solving skills to help individuals work through conflicts within the workplace. The workshop is highly beneficial for leaders and managers to learn to build collaborative relationships/cultures within the workplace. The Green Zone Thinking workshop is to help individuals to positively engage others and build supportive, empathic relationships, within the workplace. This training workshop promotes creative problem-solving in a safe and supportive environment. The Green Zone program provides the trainees with a model to help better understand human behavior, in order to improve the experiences and relationships created, within the workplace. C. Capability Statements/Information Sought: Tailored Capability Statement shall demonstrate a clear understanding of all tasks specified in the Statement of Work (SOW). Tailored Capability Statements for this requirement shall address the following areas: The objectives of this requirement are to acquire healthcare, scientific, and research oriented Radical Collaboration and Green Zone Thinking training. The training will assist NIH and NCI staff to instill significant personal and culture change in a fast-moving, rapidly changing research environment. Staff must be able to cope with continuous, and in some cases, stressful change and competition for resources. Upon the completion of the training NIH staff shall have the knowledge and ability to: - Develop awareness of and personal methods to control defensiveness - Develop awareness of and methods to ensure collaboration in relationships and the workplace; - Develop awareness of and methods to ensure effective listening and commitment to open, honest, and truthful information exchange; - Develop awareness of and methods to ensure acceptance of accountability and responsibility; - Develop awareness of and methods to ensure awareness of personal performance and of coworkers and stakeholders including inventions, concerns, and motivation' - Develop awareness of and methods to ensure positive, cooperative and collaborative problem solving and issue resolution; and - Develop awareness of and methods to ensure achievement and continuation of a collaborative organization and work environment. The e-mail subject line must specify HHS-NIH-NCI-SBSS-TSB-54425-94. Facsimile responses will not be accepted. 2. Common Cut-off Date: Electronically submitted tailored capability statements are due no later than 2:00PM (Eastern Prevailing Time) September 4th, 2015. CAPABILITY STATEMENTS RECEIVED AFTER THIS DATE AND TIME WILL NOT BE CONSIDERED. The capability statement and any other information furnished must be in writing, and must contain material sufficient detail to allow NCI to determine if the party can meet all of the foregoing requirements. Anticipated Period of Performance: The period of performance for this requirement is one year, consisting of a base period and one (1) option. The anticipated start date is September 30, 2015.
