- System Requirements System Requirements This acquisition is for the upgrade and replacement of the video routing equipment used at the Telemetry Branch of ATR. It includes the replacement of the video systems in the Project Engineer Stations (PES) Mission Test Cells (MTC) that will be part of the new facility being constructed at ATR referred to as P155 as well as the expansion of the newly installed central video router to accommodate the MTCs. This video infrastructure is critical to flight test support at ATR, by providing decision quality imagery of test events from multiple tracking instrumentation sites and camera locations. The system provides routing and display of critical video and graphics to flight test customers real-time and post-test. Some of the existing subsystems are obsolete, and others are approaching end of life. To maintain a minimum level of capability, remain current with industry standard formats and protocols, and sustain this capability for another 10-15 years, two Improvement and Modernization (I&M) projects are underway to replace and upgrade the PES Rooms and to standup the MTCs in the new P155 Facility. The Video Control Room is the central hub for all range video. As part of a separate I&M upgrade project, the Video Control Room was upgraded in FY14 as an initial video modernization phase, along with core systems in other areas of the range. The Telemetry systems are now being replaced as part of the RTPS V I&M project. RTPS V is a two year I&M project, with the integration and installation of the system spanning FY16 and FY17. P155 is a separate two year I&M project with the integration and installation of the system also spanning FY16 and FY17. As part of the P155 project, the central video router will require expansion to support these new rooms. The video routing system design for the entire video infrastructure was completed in FY12 by Communications Engineering Inc. (CEI) and was followed up with an integration and installation acquisition for a turn-key, integrated video system, designed specifically for ATR's requirements and operational mission. The system was integrated and installed in phases to minimize downtime during ATR operational flight periods. Efficiency in the integration, installation, and test phases of the project was critical in maintaining ATR's video capability during flight testing. The RTPS V and P155 I&M projects will complete the ATR video modernization effort that was initiated with the system design in FY12 and the installation of the initial phase of the Video Control Room upgrade in FY14. The Video Routing System must be compatible with the equipment installed during the initial ATR video upgrade project and the equipment needs to be specified Evertz equipment. Therefore, the Government intends to award this requirement on a sole source basis to Communications Engineering, Inc. (CEI), 8500 Cinder Bed Road, Suite 100, Newington, VA 22122-0001 under the authority of Federal Acquisition Regulation (FAR)6.302-1, only one source and no other services or supplies will satisfy the agency requirements. The FSC code is 5836 and the NAICS Code is 334310 with a size standard of 750 employees. THIS IS NOT A REQUEST FOR PROPOSAL.
