- NASA/GSFC has a requirement for an experimental demonstration of capability to produce optical coatings for the EUNIS sounding rocket mission is required. Specifically, Pd/B4C/Y multilayer coatings are to be sputtered on to a 7x9 cm toroidal diffraction grating and 11 cm diameter paraboloidal mirrors to provide high normal-incidence reflectivity at extreme ultraviolet (EUV) wavelengths of 9-12 nm. It is expected that this will necessitate acquisition by the vendor of a palladium sputtering target with nominal dimensions of 20 x 3.5 x 0.2 inches, a purity of 99.99%, and bonded to a rectangular oxygen-free high-conductivity (OFHC) copper backing plate. The work required is to acquire the specified target and provide experimental demonstration of the EUV performance of a Pd/B4C/Y multilayer, deposited using the specified target, in a vacuum deposition system that is currently capable of coating the aforementioned optics. The deliverable is a report verifying existing capability to provide the required optical coatings (required reflectivity of either >5% from 8.9-11.2 nm or the combination of >7% from 9.3-9.5 nm and >7% from 10.6-11 nm) on 7x9 cm toroidal diffraction gratings and 11 cm diameter mirrors. NASA/GSFC intends to purchase the items from Reflective X-ray Optics, LLC. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on September 4, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
