Description
The Due Date and Time for responses to this notice has been changed to no later than Monday, August 24, 2015 at 3:00 p.m. Purpose. The USDA Forest Service is conducting market research to gauge the interest and capabilities of small businesses to conduct a Program Assessment of the Southeast Alaska Cluster Initiative. The results of this market research will be used by the Contracting Officer to determine whether this requirement will be set aside for small business or competed as unrestricted. Background - Prior Contracts. Over the past five years (2010 - 2015), USDA agencies invested approximately one million dollars through contract actions in the Southeast Alaska Cluster Initiative - an industry cluster based approach to regional economic development implemented by the Juneau Economic Development Council. Major deliverables and achievements span economic development research, planning, and facilitation services. The most important contract performance objective was the facilitation of four cluster work groups comprised of private and public sector entities and volunteers assembled to design and implement economic development "action initiatives." Additional significant contract deliverables included: 1. Southeast Alaska economic asset map identifying regional economic strengths and opportunities; 2. Cluster work group action initiatives detailing economic development opportunities and barriers; and 3. Annual programmatic reports summarizing cluster work group activities and significant achievements. Summary reference materials related to the Southeast Alaska Cluster Initiative are located on Juneau Economic Development Council's (JEDC) website (http://www.jecd.org/seclusterinitiative). This Requirement. The USDA Forest Service intends to solicit for a qualified contractor to conduct an assessment of the Southeast Alaska Cluster Initiative. A "qualified contractor" is one who: 1. Is a neutral entity and not involved in prior contracts related to the Southeast Alaska Cluster Initiative as a prime contractor, subcontractor, or an employee of either. 2. Has experience/expertise in cluster development. 3. Has experience conducting economic development program assessment(s). 4. Has knowledge of Southeast Alaska's communities and economy. It is anticipated a significant portion of this work (e.g., conducting key-informant interviews, facilitating focus group discussions, and presenting program assessment findings) will be conducted in person at various Southeast Alaska locations. Small businesses interested in this opportunity, who believe they have the required experience, capabilities, and qualifications, should submit a statement of qualifications to the Contracting Officer no later than August 24, 2015 at 3:00 p.m. AST. Submissions shall be no longer than five single-sided, printed pages including any tables, graphics, and other illustrations. Responses should specifically address the four characteristics of a "qualified contractor" listed above. References to experience or prior contract work supporting the respondent's qualifications should include enough information that the government can obtain additional information from the referenced source. Respondents are advised the United States (U.S.) Government will not pay for any information or administrative cost incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party's expense. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government whether to set this requirement aside for small business, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a small business set aside or unrestricted procurement is in the Government's best interest.
