- This synopsis is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for the posting of synopsis and solicitations to the internet. The Naval Sea Systems Command intends to award the FY15-17 TICONDEROGA class of guided missile cruisers (CG) AEGIS Modernization (AMOD) Kits, Ballistic Missile Defense (BMD) Ordnance Alteration (ORDALT) Kits, spares, and associated materials on a sole source basis to Lockheed Martin Corporation, Maritime Systems and Sensors (LM MST), 2323 Eastern Blvd, Baltimore, MD, 21220. This requirement is for up to eight kits to include mechanical components, electronics components, and associated equipment in support of the MK 41 Vertical Launch System (VLS) program. Pursuant to 10 U.S.C. 2304(c)(1), the Government intends to negotiate and award this contract modification on a sole source basis to LM MST in Baltimore, Maryland. LM MST is the current contractor for the MK 41 VLS Launcher Production contract N00024-15-C-5332 and has been the sole contractor responsible for production of the MK 41 VLS software, electronics, and launch control systems for the past twenty years, and was the original developer of the MK 41 VLS. LM MST is the only responsible source capable of satisfying requirements for CG AMOD Kits in the timeframe allotted to meet the Governments' ship modernization schedule. The anticipated contract period of performance for this requirement will be from the date of contract modification award, estimated to be January 2016, through delivery of all hardware and services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability by responding to this requirement. Any submissions will not be reimbursed by the Government; the entire cost of any submission will be at the sole expense of the source submitting the information. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
