Description
This synopsis is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for the posting of synopsis and solicitations to the internet. The Naval Sea Systems Command intends to award the FY15-17 assembly of Interface Converter Ethernet (ICE) enclosure to support the MK 21 MOD 4 canister production on a sole source basis to BAE Systems Land & Armaments L.P (BAE), 4800 East River Road Minneapolis, MN 55421-1402. This requirement is for up to seventy ICE enclosures to support the MK 21 MOD 4 canister production. ICE enclosures will upgrade MK 21 MOD 3 canisters as a launch platform and as shipping and storage containers for the SM-6 Block IA. Pursuant to 10 U.S.C. 2304(c)(1), the Government intends to negotiate and award this contract modification on a sole source basis to BAE in Minneapolis, MN. BAE is the current contractor for the MK 41 VLS Canister contract N00024-13-C-5314 and has been the sole contractor for all structural, mechanical components for the past twenty years, and is currently responsible for the canister engineering/integration tasks related to the MK 41 VLS launcher and canisters. BAE is the only responsible source capable of satisfying requirements for ICE enclosures in the timeframe allotted to meet the Governments' needs. The anticipated contract period of performance for this requirement will be from the date of contract modification award, estimated to be January 2016, through delivery of all hardware and services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability by responding to this requirement. Any submissions will not be reimbursed by the Government; the entire cost of any submission will be at the sole expense of the source submitting the information. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
