- ****SOLICITATION QUESTIONS & ANSWERS (ROUND 2) POSTED BELOW!!!**** The Iowa Army National Guard's (IARNG) Midwest Counterdrug Training Center (MCTC) has a requirement for Technical Instruction Services for a Methamphetamines Investigations course. The IARNG anticipates award on or about 3 September 2015. Initial award will be for two (2) iterations of the course between award and 30 September 2015; with four (4) options for eight (8) additional iterations each year at dates and locations to be determined. Final option period will not exceed 30 September 2019. The requested course is required to provide a minimum three-day, 20-hour block of instruction for up to 50 law enforcement officers and military police personnel. The course must be designed to educate, prepare, and equip patrol officers, drug agents, and criminal investigators to effectively conduct a series of investigative actions and procedures specific to Meth Investigations, to educate law enforcement personnel on basic methamphetamine characteristics, identification, and current trends, and to examine the transnational methamphetamine trade and its impact on the methamphetamine trade in the United States. The course must also prepare law enforcement personnel to work meth investigation cases, the use of meth addicts as confidential informants and the presentation of a methamphetamine case in criminal court, provide officers with the tools and knowledge to write a methamphetamine lab search warrant, a department SOP, testify in a meth investigation, and how to assist in the development of legislation pertaining to methamphetamines, and examine the economic and social impact of the methamphetamine trade. ***ADDITION TO DESCRIPTION VERBIAGE***The project will be a SB Set-Aside, the NAICS Code is 611519 with a size standard of $15,000,000.00. All answers will be provided in writing via posting to the web. ***SOLICITATION QUESTIONS & ANSWERS (ROUND 2) *** Question A: Several vendors have submitted questions concerning the seven (7) USPFO Iowa solicitations for Technical Instruction Services, specifically regarding the type of solicitation forms and related submission requirements for each course. Due to the number of questions submitted for the same topic, this explanation is provided for all of the solicitations. Answer A: Based on the subject matter of each course, some courses have been determined to be "commercial" while others have been determined to be "non-commercial." Commercial courses are solicited with combined synopsis/solicitations with appropriate commercial provisions and clauses. Non-commercial courses are solicited on SF33 with appropriate non-commercial provisions and clauses.
