- The US Environmental Protection Agency (EPA) Office of Acquisition Management (OAM), intends to negotiate and award a sole source, fixed priced, Purchase Order for the Office of Environmental Information (OEI) using the authority of FAR Part 6.302-1 to Synaptica, LLC, in order to procure an annual enterprise software tool and maintenance. The service provides Agency support for the product, including EPA ¿s ability to host the most current version of the Synaptica KMS software. Synaptica KMS software is proprietary and it is developed and maintained by Synaptica, LLC. It is not developed or maintained by any other distributor. EPA believes Synaptica, LLC, is the only source that can provide the required annual enterprise software tool and maintenance. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. Notwithstanding, any firm that believes it is capable of meeting this requirements as stated herein, may submit a firm fixed quote by 12:00 pm EST on August 31, 2015 for consideration. A determination not to compete the proposed requirement based upon the responses to this notice is solely within discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
