Description
This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Solicitation; quotes are being requested and a written Solicitation will not be issued. Solicitation #VA528-15-Q-0249-2 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. This requirement is set aside for small businesses under NAICS Code 611420, Computer Training with a size standard of $11.0 Million. To receive consideration as an SDVOSB, the firm must be registered and verified in the VIP database at www.vip.gov. Introduction: The Government anticipates awarding a firm fixed-price contract, lowest price technically acceptable (LPTA). The Government shall award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements. Description of Services: The Department of Veterans Affairs, VA Healthcare System Upstate New York (VISN 2) has a requirement for Microsoft Office Software Training and various web analytics such as Google Analytical and Adobe for Medical Center staff VISN-wide, primarily at off-site non-VA training facilities. Full text can be obtained at http://www.acquisition.gov/far/index.html Submission of Quote: The Offeror shall submit their quote on company letterhead and shall include unit price, total, unit quantity, terms of any express warranty, unit price, overall total price, applicable shipping charges and item description as specified above, as offered discounts, proposed delivery time, name, address, and telephone number of the offeror, firm's DUNS# and ORCA document in SAM at www.sam.gov. The offeror shall provide sufficient evidence that they possess adequate resources, capability, experience, responsibility and integrity to meet the technical capabilities to comply with the requirements of the resulting contract. Evaluation Factors: The factors are listed in descending order of importance: 1) Technical Proposal, 2) Past Performance, and 3) Price. Proposals shall consist of and be submitted in three (3) separate parts: Technical Proposal, Past Performance, and Price Proposal information. 1.Technical Proposal: This section should fully describe the Microsoft Office training program offered, including the use of any resources such as text/work books, test materials, DVD/CD content, and any website support, if available. Also included should be a full description of the contractor's Quality Assurance Plan, Insurance coverage, and Accreditation (if any). Proposal must show capability to provide off-site training facilities within a 75 mile radius of each Medical Center in VISN 2, and provide training materials such as laptops, handbooks and LCD projectors and screens in a classroom environment. Additional information on the credentials of any Key Personnel or special certifications/awards is welcome. The contractor should demonstrate a clear understanding of the requirement. Any proposals that do not provide the information specified elsewhere in this Statement of Work may be subject to rejection without evaluation. 2.Past Performance: This factor considers the quality of the Offeror's past performance in carrying out relevant work. Provide a list of all agencies/companies/firms with whom the offeror is performing or has performed relevant work within the last three (3) years. The following information should be included. a.Agency/Company name b.Product/Service provided c.Contracting Agency if different from item a. d.Contract Number, if any e.Contract Dollar Value f.Period of Performance g.Name, Address, e-mail address, and telephone number of the contracting officer or other point of contact h.Comments, if any 3. Price Proposal: The offeror is to provide proposed prices for the Base Year and each subsequent option year listed in the Schedule of Costs/Services. Items may be considered severable (require individual pricing) if they are subject to VA requirements (i.e., price per textbook or per workbook) as the number of participants will be expected to fluctuate over the course of the period of contract performance. Technical and past performance when combined, are more important than price. The solicitation package will be posted on FedBizOpps, which can be accessed at www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Telephone, written, or facsimile, requests, for the solicitation package will not be honored. All interested parties MUST be registered in the System for Award Management (SAM) Database and have completed On-Line Representation and Certifications Application (ORCA) in order to receive a contract award. OFF-SITE TRAINING - The offeror shall be able to conduct (1) day (8 hours) educational courses in all Microsoft Office Software application packages (seats - individual instruction) at off-site training locations within 75-miles of each of VISN 2 Medical Centers listed below. These shall be VA only classes with a minimum of 12 VA employees and a maximum of 24 VA employees. The offeror shall make available off-site training locations equipped with LCD projectors and screen, laptops, and any other necessary training materials such as handbooks. 2. ON-SITE TRAINING The offeror shall be able to conduct (1) day (8 hours) educational courses in all Microsoft Office Software application packages (seats - individual instruction) on location at any of the VISN 2 Medical Center locations noted, using a VA computer room, if it is determined to better accommodate specific VA Medical Center needs. a. It shall be the decision of COR in conjunction with the Designated Learning Officer at each VA Medical Center to determine if the VA facility onsite classes will be (1) 8 hour or (2) 4-hour classes to be held on the same day. b. The Government will make available the following equipment for on-site courses: Computers for participants, LCD Projector and Screen, 2 Easels/Flipchart/ Flipchart Paper; Markers; Speaker Podium. c. It shall be the decision of COR in conjunction with the Designated Learning Officer at each VISN 2 VA Medical Center to determine if the classes will be held on facility site or at the vendor's training facility. 3. The offeror shall make available the purchase of Open Enrollment classes (seats - individual instruction) at their training facility located within the vicinity of each VA Medical Center noted below. The VA Medical Center Designated Learning Officer shall determine any requirement for staff to attend a separate computer class that will not be conducted as a non-VA class. 4. The Contractor shall provide instructors/facilitators that are subject matter experts (SEMs) for each topic presented, and have experience making formal presentations to diverse audiences. 5. The contractor shall provide all course materials required for each attendee. These training materials shall be the latest edition within one year. a. Course materials shall be delivered by the offeror to the location where the class is to be held.
