Description
The National Park Service, Point Reyes National Seashore (located in Marin County, California) has a requirement for hazardous material survey to characterize waste as hazardous or construction debris for thirty-four (34) housing structures and thirteen (13) small sheds at three (3) different locations within the park. The Government intends to award a single, fixed price service contract. The Request for Quotation (RFQ) will include three (3) base line items. Jewell & Tocaloma (Line Item 0020) is the first priority of the contract and must be completed by October 23, 2015. Lairds Landing (Line 0010) and Duck Cove (Line Item 0030) buildings to be completed by November 30, 2015. Award selection will be based on the responsible firm whose offer conforming to this RFQ will be most advantageous to the Government, on the basis of the lowest evaluated price meeting or exceeding the acceptability standards for non-cost factors (technical capability and past performance). The North American Standard Industrial Classifications System (NAICS) code for this requirement is 562910, with a corresponding size standard of 500 employees. This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business shall be considered nonresponsive and will be rejected. In order to be eligible for award contractor must have an active Sam.gov registration at the time of award. The Request for Quotation (RFQ) will be available on/about August 20, 2015 by electronic means only and attachments can be downloaded only from FedConnect website at http://www.fedconnect.net. The National Park Service will provide a site visit on Thursday, August 27, 2015 at 9:00am. Attendance at the site visit is not mandatory, however; prospective offerors are encouraged to attend. Questions, answers, and related information will be made available to all parties after the site visit by means of a formal amendment. Interested offerors must meet at the Point Reyes National Seashore Headquarters Parking Lot, 1 Bear Valley Road, Point Reyes Station, CA 94956. The Request for Quote due date is Wednesday, September 9, 2015 at 4:00pm (Pacific Time)
