Sources Sought Template (Intent to Purchase on Sole-Source Basis) FROM: Micah F. Tapp/411 SCMS/GULC TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Intent to sole-source purchase the Generator Offset Drive Quill Assembly (NSN 1615-00-987-5152GA), Mast Assembly (NSN 1615-01-431-2440HL), Quill Assembly (NSN 1615-01-601-1436HL), and Stabilizer (NSN 1615-01-493-6225HL) SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise/experience, capabilities, and resources to meet the requirements for qualification and production of the Quill Assembly (NSN 1615-00-987-5152GA), Pylon Mast Assembly (NSN 1615-01-431-2440HL), Generator Drive Quill Assembly (NSN 1615-01-601-1436HL), and Stabilizer Bar Assembly (NSN 1615-01-493-6225HL). ITEM DESCRIPTION: This requirement supports the TH-1H helicopter program, which trains rotary-wing aircraft pilots, thus developing their operational flying skills that will establish proficiencies required across multiple aircraft. Its advanced electronics provide expanded training opportunities and improved operational capabilities, which equips new aircrews with skills and expertise that can seamlessly by applied to follow-on rotary wing aircraft such as the CV-22 and/or the Combat Search and Rescue-X helicopters. The Generator Offset Drive Quill Assembly (NSN 1615-00-987-5152GA) is a Bell Helicopter-designated Flight Safety Part and an Aviation Critical Safety Item (CSI). Manufacture of the quill assembly requires production of class-A steel forgings and class-IA magnesium castings. Public Law 108-136 Section 802 established the requirement for Aviation CSIs to be procured only from sources approved by the cognizant government engineering authority. Critical characteristics of this assembly include installation of 205-040-106-1 bearing in correct orientation, proper torque and installation of MS172333 nut, proper installation of MS172283 key washer, and accomplishment of acceptance testing. The Pylon Mast Assembly (NSN 1615-01-431-2440HL) is a Critical Safety Item (CSI). The mast is machined from a steel tube. Critical characteristics include proper installation and torque of the 204-040-115 nut and the installation of the 205-040-236 lock-washer followed by the proper installation and lock-wiring of the AN500A8-6 screws, proper installation of the bearing, and hardness check and magnetic particle inspection of the mast are critical characteristics. The Generator Drive Quill Assembly (NSN 1615-01-601-1436HL) is a Bell Helicopter-designated Flight Safety Part and an Aviation CSI. Its proper function is essential to maintaining the airworthiness of the TH-1H. The assembly has special characteristics, which if not conforming to the design of the part could cause failure and ultimately loss of control of the aircraft. Critical characteristics of this assembly include installation of 205-040-106-1 bearing in correct orientation, proper torque and installation of MS172333 nut, and proper installation of MS172283 key washer. Special Tools and Inspection and Test Equipment are required. The Stabilizer Bar Assembly (NSN 1615-01-493-6225HL) is also a Bell Helicopter-designated Flight Safety Part and an Aviation CSI. Its proper function is essential to maintaining the airworthiness of the TH-1H. The assembly has special characteristics, which if not conforming to the design of the part could cause failure and ultimately loss of control of the aircraft. IMPEDIMENT TO COMPETITION: The original equipment manufacturer for these items is Bell Helicopter Textron Inc. (CAGE 97499). The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. These parts require engineering source approval by the design control activity in order to maintain the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. As a result, Bell is the only known source with adequate knowledge, capabilities, and authorized access to the required technical data to manufacture these parts. INTEREST: The DLA/AWB Contracting Office intends to award a sole source contract to Bell Helicopter Textron Inc. (CAGE 97499) for the manufacture of these items in support of the TH-1H helicopter program. Other interested parties may notify the Government of their interest and associated capabilities by responding to this Sources Sought Synopsis no later than 31 Aug 2015 to the Air Force Procurement Contracting Officer, Mr. Justin Stewart, via email (justin.stewart.3 @us.af.mil ). The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
