- SYNOPSIS: Request For Information (RFI) International Pre-Qualification Flight Training (IPQ) This Request For Information (RFI) Sources Sought Notice is issued solely for information and planning purposes. In accordance with FAR 15.201(e) and FAR 52.215-3, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI does not commit the Government to contract for any supply or service whatsoever. Your response to this RFI will be treated as information only and will not be used as a proposal. No entitlement to payment, of direct or indirect costs, or charges to the Government will arise as a result of a contractor's submission of a response to this announcement or the Government's use of such information. The information provided may be used by the Government in developing its acquisition strategy and statement of work/statement of objectives and performance specifications. Interested parties are responsible for marking proprietary or competition sensitive information contained within their response. Not responding to the RFI does not preclude participation in any future solicitations, if any. The information provided in this RFI is subject to change and is not binding on the Government. The Government does not intend to issue a solicitation based on this RFI. The information sought in this RFI includes the North American Industry Classification System (NAICS) Code is 611512 (Flight Training), with a small business size standard of $27.5M. Current System for Award Management (SAM) registration is mandatory ( www.sam.gov ). TECHNICAL SUPPORT: AFICA 338th Specialized Contracting Squadron (338 SCONS/PKB) is conducting market research to gather information on the contractor's capability to support the purchase, services to support the International Pre-Qualification Flight Training (IPQ) requirement for international students with flying deficiencies that preclude them from qualifying for follow-on flying training. All instructions and technical information shall be in English language and taught at a Federal Aviation Administration (FAA) Regulation Part 141 certified flight school. Based on the following information, the goal of this Request for Information (RFI) is to determine the number of potential sources available to provide International Flight Training Services per "Technical Related Questions" below. The contractor will be required to provide FMS students with training in accordance with FAA approved syllabus in general aviation training programs to include: Private Pilot License (in accordance with [IAW] FAA Part 61, Subpart E), Instrument Rating (IAW FAA Part 61.65), Commercial Pilot (IAW FAA Part 61, Subpart F), IAW FAA Part 61 Subpart B - Additional aircraft ratings (other than for ratings at the airline transport pilot certification level) to include Multi-Engine Rating in Piston Aircraft or Multi-Engine Rating in Turbo Propeller aircraft, and IAW FAA Part 61.58 Pilot-in-command proficiency check: Operation of an aircraft that requires more than one pilot flight crewmember. Specialized training may be required on a very irregular basis as required by the security assistance and security cooperation programs. Reinforcement of English language skills in an aviation environment will be required as requested by the Government. RESPONSE FORMAT: Please provide answers for each of the following questions, utilizing the existing numbering scheme for each response and limiting your total response for this RFI to no more than (10) pages. 1. All interested parties are invited to provide the following information: a. Company Name and Cage Code b. Mailing Address c. Point of Contact (include phone, fax, email address) d. Website, if applicable e. State if your company is registered under NAICS Code 611512 or not. f. State whether your firm is large, small, small-disadvantaged, women-owned small, HUB-Zone, veteran owned, service-disabled veteran-owned, or 8(a) certified business concern for NAICS 611512. 2. Technical Related Questions: a. What experience does your company have in working with US Government contracts in general, and Department of Defense contracts in particular? b. How long has your company held an FAA Part 141 Certification? c. What is your company's background in providing Instrument Flight Rules (IFR) flight training at the General d. Aviation (GA) & Airline Transport Pilot Certificate (ATP) level? e. A brief history of your company's flight safety record. f. A brief history of your company's aircraft maintenance safety record. g. Does your company have experience in providing IFR instruction with "glass cockpit" equipped platforms? Note - "Glass cockpit" can be defined as any Electronic Flight Instruments System (EFIS) system comparable to the Garmin G1000, the Avidyne Entegra or the Chelton Flight Logic display systems. h. What experience does your company have in providing classroom instruction in accordance with 14 CFR Part 141? i. What experience does your company have in providing instruction on Flight Simulator devices? j. What experience does your company have in providing dispatch and aviation record keeping services? k. What is your company's history in employing flight instructors at the Certified Flight Instrument Instructor / Multi Engine Instructor (CFII / MEI) level? l. What experience does your company have in providing flight instruction to international students; especially those who do not speak English as their primary language? m. What is your minimum and maximum student load for training based on available resources? 3. Large businesses will be required to provide a small business subcontracting plan indicating whether or not they can meet DoD minimum subcontracting goals (36% of subcontracts to small businesses, 3% to service-disabled veteran-owned small businesses, 5% to small disadvantaged businesses, 5% to woman-owned small businesses and 3% to Historically Underutilized Business Zones (HUB Zone) small businesses). Subcontractors include any company that is contracted with for services or supplies that would support this contract. If not, please provide a brief explanation why these goals are not appropriate, what percentage could be subcontracted to each small business category, and the basis of the percentages proposed. Also, provide the percentage of the total contract dollars that could be subcontracted to each small business category and the basis of the percentages proposed. NOTE: Small businesses may be located through the Dynamic Small Business Search at http://dsbs.sba.gov. ADMINISTRATIVE INFORMATION: Small Business (SB) Set-Aside Determination. The Government reserves the right to decide whether or not a SB Set-Aside is appropriate based on responses to this notice. In order for the Government to make a SB Set-Aside determination, it is emphasized that SB concerns provide sufficient written information to indicate their capability to successfully perform and manage all the requirements of this magnitude. All interested firms that possess the capabilities and capacities addressed herein are encouraged to respond to the notice by providing the information specified above no later than 21 September 2015, NLT 2:00 P.M. (CST). Information is preferred in soft-copy form either Microsoft Word and/or Microsoft PowerPoint and shall be provided via e-mail.
