- Attachment J-3 Attachment J-2 Attachment J-1 Solicitation No. 2015-N-17254 The Centers for Disease Control and Prevention (CDC), National Center for Emerging Zoonotic and Infectious Diseases (NCEZID), Division of Healthcare Quality Promotion (DHQP), hereby announces its intent to award a competitive, firm-fixed price contract in accordance with FAR Part 15. The period of performance shall be twenty-four (24) months including an Optional Task for twenty (20) months that will be completed at the end of the twenty-four (24) month performance period. The applicable NAICS code is 541810 with a size standard of $15.0M. THIS IS FULL AND OPEN COMPETITION. Offerors must be registered in the System for Award Mangement (SAM) at http://www.sam.gov, in order to be considered for award. This combined synopsis/solicitation notice is a request for competitive proposals. The CDC/DHQP has an urgent need to rapidly produce tools for infection control implementation, assessment, and healthcare worker training for a variety of domestic healthcare facilities, including but not limited to: hospitals, long-term acute care facilities, nursing homes, outpatient dialysis facilities, outpatient oncology facilities, and ambulatory surgical centers. CDC has a critical need to create training based on CDC's evidenced-based infection control guidelines that is action-oriented, modular, mobile-accessible for on-demand capability, and endorsed by key stakeholders. Additionally, through this project, CDC has an urgent need to create some infection control implementation, assessment, and training tools for healthcare facilities outside the United States. The 2014 Ebola epidemic is the largest in history, affecting multiple countries in West Africa and resulting in cases in both the United States and Europe. An imported case from Africa resulted in two (2) U.S. nurses getting Ebola while caring for the patient. The Ebola transmission in a U.S. hospital highlighted the need to enhance training and education for healthcare workers on infection control. Many U.S. healthcare workers are extremely busy and need easy-to-use tools, job aides, and reminders to assist in implementing CDC infection control recommendations into their day-to-day work activities. The Offeror will work with CDC to create a set of interrelated infection control tools and resources for U.S. healthcare providers. The Offeror shall furnish all the necessary personnel, facilities, supplies, and equipment, as appropriate, to provide CDC with the required scientific, technical, and operational services within the general work parameters set forth in the statement of work.
