Description
In accordance with FAR 6.303-2(a)(1) The NOAA Acquisition and Grants Office (AGO) Strategic Sourcing Acquisition Division located in Silver Spring, Maryland, intends to enter into a contract on a basis of other than full and open competition in support of the High Performance Computing program. The requirement is to provide NOAA with an organizational membership in OpenACC at a total cost of $25,000 for one base year and 4 option periods. OpenACC is a collection of compiler directives to specify loops and regions of code in standard C, C++ and Fortran to be offloaded from a host CPU to an attached accelerator, providing portability across operating systems, host CPUs and accelerators. In the next 3-5 years, NOAA will likely be running numerical prediction and projection models on high performance computing systems utilizing accelerators. As the OpenACC is evolving, membership in this group will enable NOAA to provide feedback into the development of these standards to ensure they are consistent with the structure of NOAA's high performance computing applications avoiding costly re-engineering of its applications to meet this standard. In addition, OpenACC is determining the standards that will provide the most open approach for accelerator technology. Membership will give NOAA the ability to be more flexible and work with the broadest possible set of hardware technologies. This notice is not a request for proposals. It is the Government's belief that OpenACC is the only entity capable of meeting the requirements as stated above. Any potential sources with the expertise and required capabilities to meet these requirements may demonstrate its ability to meet the requirements stated above by submitting a capabilities statement in duplicate copies not later than 15 calendar days from the date of the posting of this announcement. Any response must include sufficient information to allow the Government to evaluate its capability relative to the technical requirements stated herein. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion.
