Description
Draft Statement of Work The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD), in support of the National Weather Service (NWS), is seeking information from industry regarding Mesonet networks. In 2008, the National Academy of Sciences (NAS) released Observing Weather and Climate, From the Ground Up: A Nationwide Network of Networks. The study provides a framework for filling gaps in the Nation's meteorological, hydrologic and related environmental observing capabilities that must be filled to enable significantly improved prediction of high-impact, local-scale weather events. The framework includes leveraging existing surface-based observing networks ("mesonets") that are owned and operated by non-Federal parties (e.g., the states, academia, and the private sector). In Fiscal Year 2009, with Congressional support referencing From the Ground Up, the NWS began the National Mesonet Program. The NWS is seeking to identify sources capable of performing the work required in the attached draft Statement of Work (SOW). The anticipated NAICS code for this requirement is 541712 -Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) and the size standard is 500 employees. The Government requests capability statements from interested sources that address the requirements in the attached draft SOW. Interested sources shall state their size status given the NAICS code herein. The NWS is also requesting information on industry standard practice regarding the formation, packaging and delivery of data from various Mesonet Networks across the nation in the commercial market. Specifically, the NWS is seeking to identify how industry purchases data from Mesonet Networks and sells to the commercial market. This Sources Sought is for planning purposes only and is issued in accordance with FAR Provision 52.215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997) provided at: http://www.acquisition.gov/far/current/html/52_215.html#wp1144503. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. All responsible sources may submit a capability statement that shall be considered by the agency. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: 1.Company name and address 2.DUNS number 3.Type of business (e.g. large business, small business, 8(a),veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) 4.Company point of contact - name, phone, and e-mail address 5.Demonstrate capabilities for meeting the requirements listed in the attached draft SOW.
