15RJR47_syn N00164-15-R-JR47 - MARKER, LOCATION, MARINE, MK 25 MOD 4 and MOD 5 - FSC 1370 - NAICS 325998 - Anticipated Issue Date: 15 OCT 2015 - Anticipated Closing Date: 17 NOV 2015 - Time 2:00 PM EDT This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, please access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane has a requirement for the manufacture of Marine Location Markers, MK 25 Mod 4 and Mod 5 in accordance with Government specifications, drawings, and all other applicable documents. The Government intends to award a Firm-Fixed Price five year Indefinite Delivery/Indefinite Quantity contract with a minimum contract quantity of 1,201 with a maximum of 30,000 each. The anticipated minimum/maximum ordering quantities are 1,201 each (minimum) and 20,000 each (maximum) over the life of the contract. In addition, the Government requires 150 each First Article (FA) units to be provided by the contractor for First Article Testing (FAT). First Article Production/Delivery will be required 180 days from the date of each delivery order issued. Total production lead time is estimated to be 550 days. Accelerated deliveries are acceptable. Delivery requirements shall be F.O.B. Origin for lot deliveries and FOB Destination for First Article Testing (FAT)/Lot Acceptance Testing (LAT); Inspection and Acceptance are to occur at the source. The Government allows 74 days for Lot Acceptance Testing and approval. Data deliverables are in accordance with Contract Data Requirements Lists, DD 1423's. The Navy intends to solicit and negotiate this contract on a full and open competition basis, in accordance with FAR 6.1, to the responsible contractor whose offer is the best value to the Government, considering past performance and price related factors. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. The controlled attachments will be posted to FedBizOps at the same time the solicitation is posted. FedBizOps may be accessed at http://www.fbo.gov. A draft technical data package is posted as an attachment to this synopsis on FedBizOpps. The draft technical data package is being provided for questions/comments prior to solicitation issue. Questions or comments shall be directed to the POC listed below, and received prior to the anticipated solicitation issue date. Request for proposals are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free of charge at http://www.adobe.com. Offers must be submitted in the format specified in the solicitation to be considered.
