- SOLICITATION The Millennium Challenge Corporation (MCC) is a U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. MCC supports innovative strategies and accountability for measurable results in order to optimize the cost-effectiveness of the whole life cycle process of a road from needs assessment to design, program implementation and contracting, periodic condition assessment and maintenance. As such, it is essential that MCC's economists, contractors, and engineers learn from the sustainability and impact of investments after the completion of a Compact. The objective of this evaluation will be to hire a firm to conduct economic analysis (HDM-4/RED) and performance evaluations (maintenance/transport sector work) of roads investments in Burkina Faso. This work will support two objectives derived from MCC's core principles: accountability and learning. Accountability refers to MCC and MCA's obligations to report on their activities and attributable outcomes, accept responsibility for them, and disclose these findings in a public and transparent manner. Learning refers to improving the understanding of the causal relationships between interventions and changes in poverty and incomes.
