- This is Amendment 01 which extends the closing date until August 24, 2015. The time for receipt is unchanged and remains at 11:30AM Central. This is a commercial acquisition over $25,000.00. This is a combined synopsis/solicitation for commercial items prepared and processed in accordance with the Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this announcement. This is a solicitation for the U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), located at MacDill AFB, FL. The government requires Phase Inspections and complete maintenance for a Hawker Beechcraft King Air 350ER aircraft. This notice constitutes the only Request for Quote (RFQ) and a written solicitation will not be issued. This is an unrestricted RFQ open to all responsible quoters. DOC, EAD-KC requires that all contractors doing business with this office be registered with System for Award Management (SAM). No award can be made to a company not registered in SAM. Evaluation of Quotes The evaluation of quotes will be conducted as a commercial item acquisition in accordance with FAR Part 12. The evaluation of quotes shall be based on responsiveness to the items listed, the price proposal, and the company's ability to exhibit an understanding of the requirements included in this RFQ and the following factors: MINIMUM ACCEPTABILITY FACTORS - 1. Quoter shall provide evidence that it has maintained or repaired Hawker Beechcraft King Air 350ER aircraft; performed Phase 1 thru 4 inspections, and performed a hot section inspection within the past 3 months ; 2. Quoter demonstrates its authority to perform the work by providing a copy of its Federal Aviation Administration (FAA) Repair Station Certificate and Hawker Beechcraft King Air 350 Authorized Service Center Documentation; 3. Quoter demonstrates its ability to obtain the required insurance by providing a copy of the Proof of Insurance that documents the company has the required amount of insurance, $10,000,000 or can obtain such insurance; 4. Quoter must state in the affirmative that it has, at a minimum, two work shifts (non-overtime) in a 24 hour day, has a minimum of 12 service hours per day and is a 7 day a week operation. TECHNICAL EVALUATION FACTORS, listed in descending order of importance, shall be used to evaluate offers: FACTOR 1. LOCATION: The quoter shall specify the location of the fixed base operation, maintenance, and other facility(s) where the work will be performed. Multiple locations and geographic diversity is preferred. It is preferred that the quoter have at least 2 facilities located within the continental United States that service at least 2 different regions. Regions are defined by. the following states: East (CT,DE,IN,KY,ME, MD,MA,MI,NH,NJ,NY,OH,PA,RI,VT,VA,WV) South (AL,AR,FL,GA,LA, MS,NC,SC, TN,TX) West (AZ,CA,CO,ID,MT,NV,NM,OR,UT,WA,WY). Proximity of repair facilities to a major airport as well as the AOC facility in Tampa, FL is preferred. This will allow for maintenance without needing to transit long distances. This is necessary for quick turn-around to ensure the aircraft flight schedules can be met; FACTOR 2. EXPERIENCE AND QUALIFICATION: The quoter shall describe its overall experience including capability to eddy current a wheel/hub assembly within 24 hours. In addition, the quoter shall describe the qualifications and experience of the factory trained technicians it has on staff that will be used to perform the work. Quoter shall provide the number of work shifts in a 24 hour day (non-overtime). Describe its ability to accomplish the inspections, plus scheduled maintenance items, and repair of aircraft in accordance with manufacturer's manuals; FACTOR 3. MAINTENANCE AND AIRCRAFT SUPPORT: The quoter shall specify it has the ability to provide avionics support for Collins Pro-Line 21 Avionics systems. Quoter shall state its in-house structural repair capabilities including availability of engineering and sheet metal. Quoter shall address availability of on-call 24 hour technical support including on-site advanced troubleshooting services for Aircraft-On-Ground situations; Warranty of service for one year or 500 flight hours whichever comes first. FACTOR 4. PAST PERFORMANCE: The quoter shall provide references from contracts of a similar scope which shows evidence of quoters ability to accomplish the required work. Information must be submitted that shows quoter has maintained a Hawker Beechcraft King Air 350 aircraft within the past 3 months. Include descriptions of past performance on providing work related to the line items. The quoter should include the name of the customer, including address, phone number, contract number, type of contract, and dollar value, date of contract, period of performance, place of performance, and brief description of work scope and responsibilities. All responsible quoters may submit a response to this notice which will be considered by the agency.
