- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-15-T-0268. This acquisition is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. (iv) The associated NAICS code is 334515. The small business size standard is 500 Employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 Quantity (QTY) One (1) Oscilloscope (each) CLIN 0002 Shipping to Aberdeen Proving Ground, MD 21005-5066 (vi) Description of requirements: The contractor shall provide one (1) Oscilloscope that meets the following characteristics: 1.Bandwidth of at least 16 GHz (gigahertz) 2.Four (4) independent recording channels a.Each independent channel shall be capable of recording at a sampling rate greater than 40 Gigasamples/second (40 Gsamp/s) b.Each independent channel shall be capable of recording 500,000,000 (500M) samples at a rate of 40 Gsamp/s or greater c.Each of the four (4) independent channels shall have SubMiniature version A connectors (SMA connectors) or adapters to SMA connectors d.Each independent recording channel shall be capable of running with impedance set to 50 ohms 3.At least one (1) external trigger input a.Each external trigger shall be capable of running with the impedance set to 50 ohms 4.An external display; shall be capable of running as a standalone entity 5.Capable of interfacing with a computer to be controlled remotely 6.An Ethernet interface 7.A USB interface 8.Shall be capable of mounting in a standard 19 quote mark laboratory rack 9.Shall include hardware to mount in a 19 quote mark laboratory rack 10. Shall include the power supply and all accessories required for Oscilloscope to operate upon receipt 11. Shall runs on standard 110 volts alternating current (VAC) power 100 - 240 VAC 10% at 45-66 Hz (hertz). 12. A hard drive storage capacity of at least 500 GB (gigabytes) 13. A minimum five (5) year warranty from the date of delivery 14.The contractor shall annually calibrate the Oscilloscope for five (5) years from the date of delivery. (vii) Delivery is required by no later than (NLT) ten (10) weeks after receipt of award. Delivery shall be made to US Army Research Laboratory at Aberdeen Proving Ground, MD. Acceptance shall be performed at Aberdeen Proving Ground, MD. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors. Past performance will be used to evaluate technical capability based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include three (3) records of sales from the previous twelve (12) months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Price will be evaluated based on the total proposed price, including options, (if any). (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause None.
