SOURCES SOUGHT NOTICE INTRODUCTION The Naval Air Systems Command (NAVAIR) Contracts Department (AIR 2.3.2.5), Patuxent River, MD announces its intention to award a sole source delivery order to The Boeing Company to procure continued long-term Software Sustainment Activity (SSA) engineering and technical services necessary to address hardware and software change requests, correction of deficiencies, Rapid Capability Insertion (RCI), provide engineering support, and perform engineering analyses, evaluations, and development of proof-of-concept test software and prototypes for evaluation in support of the P-8A Poseidon Multi-Mission Aircraft (MMA) Acoustics Subsystem. Other interested parties may identify their interest and capability to respond to the requirement no later than 10 September 2015. This procurement is being awarded sole source on the basis of FAR 6.302-1. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The Air Anti-Submarine Warfare (ASW) Systems Program Office, PMA-264, has established a P-8A Acoustics Software Support Activity (SSA) in support of the P-8A Poseidon Multi-Mission Aircraft Acoustics Subsystem. The Acoustics SSA Software Development Environment (SDE) will enable NAVAIR to develop, test, integrate, and build the Acoustic Computer Software Configuration Items at a Government facility. Additionally, the Acoustic SSA maintains the P-8A acoustics source code resident in the Navy SSA to be up-to-date with the P-8A acoustics including simulation/stimulation source code resident in the aircraft manufacturing contractor SDE. Required Capabilities Support for Air ASW systems on P-8A aircraft will be required for engineering and technical efforts to develop or support P-8A Air ASW capability integration objectives; prototype development, capability demonstrations, and technology integration efforts in support of the P-8A acoustics mission system; trade studies and analysis required to execute P-8A capability integration objectives; acoustic signal and information processing algorithm development; engineering, product support, test, program management, systems engineering, software and firmware updates to support new development and correction of deficiencies; and non-recurring engineering in technology insertion and technology refreshment. This requirement is a follow-on procurement to BOA N00019-11-G-0001, Delivery Order 3062, currently being performed by The Boeing Company. The existing delivery order includes a both a Firm-Fixed Price and Cost Plus Fixed Fee Contract Line Item Number for Acoustics SSA support. Performance under this effort requires the contractor have access to classified information up to and including TOP SECRET. ELIGIBILITY The applicable NAICS code for this requirement is 336411 with a Small Business Size Standard of 1500. The Product Service Code is 1510. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. SUBMITTAL INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 pt. font minimum) demonstrating ability to perform the services. This documentation must address, at a minimum, the following: (1) prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organizations supported, indication of whether a prime or a subcontractor, contract values, Government Point of Contact (POC) with current telephone number, a brief description of how the contract referenced relates to the services described herein; (2) a company's ability to be compliant with SEI Capability Maturity Model (CMMI) Level III; (3) company cage code; (4) resources available such as corporate management and currently employed personnel to be assigned tasks under this effort to include professional qualifications, specific experience of such personnel, and ability to have personnel located at the sites specified; (5) management approach to staffing this effort with qualified personnel which should address current hires available for assignment to this effort, possible subcontracting/teaming arrangements, and strategy for recruiting and retaining qualified personnel; and (6) provide documentation of the company's ability to begin performance without delay upon contract award projected on 19 April 2016. Estimated Period of Performance is 60 months.
