- NASA Armstrong Flight Research Center (AFRC) intends to extend the period of performance of the current Center Administrative and Technical Support Services (CATSS) contract, NND10AH15C, with Media Fusion, Inc. The extension will be for six (6) months, September 1, 2015, through February 29, 2016, and will consist of one three (3)-month base period and three (3) one-month option periods. This extension is pursuant to 10 U.S.C. 2304(c)(1), Only One Responsible Source, and a deviation of FAR 17.204(e). A contract modification reflecting this extension will be issued on or before August 31, 2015, which is the expiration date of the current CATSS contract. Contract NND10AH15C, a firm-fixed price contract, was awarded on March 1, 2010, as a result of a competitive 8(a) set-aside to Media Fusion, Inc. This extension is necessary to bridge the performance period between the end of the current contract and award of a new AFRC CATSS contract. Services received under this contract are critical to mission operations at AFRC and include high quality Administrative and Technical Support Services. These services include functions that support NASA-AFRC through ongoing requirements and special projects, including administrative office support; resource support; acquisition support; Center travel office support; and scientific and technical information support, which includes the Technical Publications Office, Research Library, and Reproduction Center, business system support and Full Cost for Information Technologies. The current contractor, Media Fusion, Inc., is considered the only contractor that can meet AFRCs needs given the potentially short period of performance of the extension. The contractor has the experienced and skilled personnel already in place to provide continued and uninterrupted CATSS services at AFRC. Award to another source for the period of the extension would result in substantial duplication of cost to the Government that is not expected to be recovered through competition of the extension and would not allow for a sufficient phase-in period. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contract not later than 4:30 p.m. PDT on Thursday, August 27, 2015. Such determination of capability/qualification will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
