Description
THIS IS A PROCUREMENT OPPORTUNITY MENTAL HEALTH SERVICES SUBCONTRACT BID SPECIFICATIONSPERIOD OF PERFORMANCE Bids will be due on September 18, 2015 by 5:00pm EST The period of performance for this subcontract will be from November 1, 2015 - October 31, 2016, followed by three (3) one year option periods that may be unilaterally extended by the Red Rock job Corps Center. SCOPE OF WORK Fifteen (15) hours per week of onsite Medical Services. The agreement will take into account the holiday and vacation schedules of the Red Rock Job Corps students to limit Mental Health services provided to forty-eight (48) weeks. Specific hours will be mutually agreed upon by the Mental Health Professional and the Wellness Manager or her designee. All routine care will be performed on site. Assessment and possible diagnosis, to include: Assessments and recommendations for Job Corps applicants. Review of Social Intake Form (SIF) or intake assessment performed by counseling staff of students who indicate mental health history, current mental health problems, or who request to see the center mental health consultant (CMHC) within 1 week of arrival. Mental health assessments with recommendations for referred students. Mental health promotion and education to include: 1. Minimum of a 1 hour presentation on mental health promotion for all new students during the Career Preparation Period with an emphasis on employability. 2. Presentation(s) on managing mental health-related symptoms and behaviors in the work place for students during the Career Development and Transition Periods. 3. At least one annual center-wide health promotion and education activity. 4. Clinical consultation with center director, management staff, and wellness manager regarding mental health related promotion and education efforts for students and staff. 5. Coordination with other departments/programs on center to develop integrated promotion and education services. Treatment, to include: 1. Short-term counseling defined as no more than 6 sessions with mental health checks as needed. The focus of these sessions should be on retention and behaviors that represent employability barriers 2. Collaboration with TEAP Specialist in the short term counseling of students with co-occurring conditions of mental health and substance use. 3. Collaboration with center physician and health and wellness staff on psychotropic medication monitoring of stable students, with the advice of consulting psychiatrist, if appropriate. 4. Collaboration with counseling staff in developing and/or leading psycho-educational skill building groups to promote (e.g. relaxation training, anger management, mood regulation, assertiveness skills, handling relationship, sleep hygiene, etc.) 5. Information exchange through regular case conferences between the Center Mental Health Consultant, counselors, and other appropriate staff based on individual student needs. 6. Referral to off-center mental health professionals or agencies. Any third party payments will be credited to the Red Rock job Corps Center. The services to be provided will include, but not be limited to, the type according to the priority system listed in the Job Corps regulations (Title 20, Code of Federal Regulations, section 638.510) and technical Assistance Guide A. The development, implementation, and monitoring of the total Center Health Program to include, but not be limited to: Advice to the Center Director, Wellness Manager, and Wellness Center staff in all medical or medical-related matters. This shall include the advisability of terminations for medical reasons, the cost of services and any other areas deemed appropriate. Provision of assistance in developing the coordination and integration of the Health Program with the other health components and other Academy activity. Insurance of the maintenance and confidentiality of all required medical records.Provision of assistance in the development and implementation of the health education component of the Health Education Program and in the development/implementation of Medical Standing Orders. Identification and utilization of the most appropriate and least expensive sources for obtaining necessary medical pharmaceutical supplies. Issuance and maintenance of signed and dated Standing Orders for medical care in accordance with ET Handbook 220, technical Supplement Q. FEDERAL REGULATION The Red Rock Job Corps Center is federally funded; therefore all applicable Federal regulations are in effect, The Equal Employment Opportunity clause of Executive Order 1.1246 of September 24, 1965 is hereby incorporated by reference into this agreement.
