Draft Statement of Work REQUEST FOR INFORMATION Bioinformatics Support Services For the National Institute of Environmental Health Sciences in the Division of Intramural Research (DIR) and the Division of the National Toxicology Program (DNTP) This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. This request for information (RFI) is issued for the purpose of obtaining knowledge and information for project planning purposes. NIEHS is requesting information relative to an upcoming bioinformatics procurement. The information provided by vendors will be used to: (1) determine the commercial availability of the proposed services; (2) determine the capabilities of offerors to provide the bioinformatics support services outlined in the Draft Statement of Work (See Attachment #1); and (3) develop the Acquisition Strategy. BACKGROUND The National Institute of Environmental Health Sciences (NIEHS) is one of 27 research institutes and centers that comprise the National Institutes of Health (NIH) (http://www.nih.gov/). The mission of the NIEHS is to reduce the burden of human illness and disability by understanding how the environment influences the development and progression of human disease. In-house research at NIEHS is conducted by investigators in the Division of Intramural Research (DIR) and the Division of the National Toxicology Program (DNTP). DIR researchers investigate the role of environmental agents in human disease and dysfunction, underlying mechanisms of environmentally-associated diseases, and intervention/prevention strategies to reduce the effects of exposures to environmental agents. The National Toxicology Program (NTP) is a federal, interagency program, headquartered at the NIEHS, whose goal is to provide information about potentially hazardous agents by taking advantage of technological advances in molecular biology and computer science. DIR and DNTP researchers conduct studies that produce large amounts of data, varying in size and complexity. Fields of scientific study are diverse and include toxicology, transcriptomics, genomics and high throughput screening (HTS) data that require innovative bioinformatics analysis and development of new software tools. The Government is seeking information relative to obtaining a contract to provide bioinformatics analysis support for the studies conducted at NIEHS. REQUESTED INFORMATION Interested vendors should furnish the following information to NIEHS: 1. Vendor Information 2. Completed Capability Survey 3. OPTIONAL: White Paper: Comments on the Draft Statement of Work (SOW), if desired Vendor Information • Organization Name • DUNS number • Company Address • Point of Contact (including name, title, addresses, telephone number, fax number and Email address) • Business size pursuant to the applicable NAICS code(s) corresponding to your primary business activities • Socio-economic status pursuant to the applicable NAICS code(s) corresponding to your primary business activities (e.g., 8(a), HUBZone, VOSB, SDVOSB, WOSB, or SDB) • Partnering or Teaming Agreements (if applicable) • Company Web Page URL Capability Survey 1. State whether the company has direct experience/expertise in providing bioinformatics and/or data mining/data analysis support for the following: • Omics Technologies (including proteomics, metabolomics and epigenetics data): Y/N • Genomics sequencing data: Y/N • Epigenetics: Y/N • Toxicogenomics: Y/N • High Throughput Transcriptomics : Y/N • Chemoinformatics: Y/N • Biocomputation: Y/N • Informatics data extraction: Y/N • Developing new bioinformatics, text mining and/or informatics methods: Y/N 2. Documentation that supports the organizational capabilities. Provide: (a) a list of prior completed projects of a similar nature; and/or (b) examples of prior completed Government contracts of a similar nature. Please list company points of contact and Contract Number and/or GSA Schedule number (if applicable). White Paper-Draft Statement of Work (Optional) Vendors are invited to submit comments on the Draft Statement of Work. The comments should identify any gaps in the SOW including areas requiring clarification, missing or ambiguous requirements, staffing considerations and any other general comments or concerns. Vendors may also provide specific comments and suggestions for refining the SOW to reflect clear guidance to industry and industry best practices. Submission of comments regarding the SOW is optional. Responders are free to address any or all areas of the SOW, as well as provide additional information that they think is relevant for developing the acquisition strategy for this requirement. SUBMISSION INSTRUCTIONS Responses should be submitted electronically to: hollida1@niehs.nih.gov. Responses are requested by 5:00 p.m. Friday, September 4, 2015. Responses received after the due date may not be included in the development of the acquisition strategy. Responses should be typed in 12-point Times New Roman font, single-spaced submitted in Microsoft Word or Adobe PDF format and SHALL NOT EXCEED FIVE (5) PAGES. The 5-page limit excludes the submission of the optional white paper. All questions regarding this RFI shall be submitted via email to hollida1@niehs.nih.gov by 5:00 p.m. Tuesday, September 1, 2015. TELEPHONE AND FACSIMILIE RESPONSES WILL NOT BE ACCEPTED NOTE: This RFI is being published simultaneously under Fed Biz Opps (#NIHES2015048-RFI) and the GSA MOBIS schedule (RFQ1025588) and OASIS and OASIS SB (Pools 1 and 4) on the GSA eBuy website. If eligible under more than one of the fore mentioned, vendors are asked to provide a separate response for each announcement (if applicable). Disclaimer and Important Notes. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public using the appropriate Government Point of Entry (GPE) in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response.
