Description
NASA Glenn Research Center has a requirement for a training course entitled IT Project Management. NASA intends to issue a sole source purchase order for this course to Stormwind Studios under the authority of FAR Subpart 6.302-1. The Agencys requirements for this specialized training can only be met by the unique capabilities and expertise of Stormwind Studios. Because this training is fully tailored to the skill level and availability of the Office of Chief Information Officer workforce, initial searches yielded no other training available from any other vendor. Stormwind Studios is the developer, holder of all copyrights, technology patents pending, and distributor of Epic LIVE Cisco, Project Management, and Microsoft certification content. Portions of StormWind Studios technology training and delivery platform are protected by trade secrets (Intellectual Property Copyrights), and are unique in the technology training industry. StormWinds is the only qualified vendor that can meet our training requirements for this specific course. Market research identified no other company that possesses the unique expertise and capabilities required to fulfill this training. The Government intends to acquire a commercial item using the procedures in FAR Part 12. This is a new requirement and is not a follow-on effort. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6. This announcement constitutes the only solicitation, and a written solicitation will not be issued. Background: NASA GRC is responsible for developing and transferring critical technologies that address national priorities in aero-propulsion and space applications. The work is focused on research for new aero-propulsion technologies, aerospace power, microgravity science, electric propulsion and communications technologies for aeronautics, space and aerospace applications. The Office of the Chief Information Officer is an organization that accommodates its large and diverse workforce and the training we offer must provide the same. Stormwind Studios instructors have the capacity to deliver lessons remotely to students and adjust all lesson plans to the needs of the class. Course Objectives: Upon completion of the course, students shall be able to: Know the Definition of what Project Management is, does, and returns. Understand how to plan and why to plan. Understand the relationship between time, scope, cost, and quality. Understand how to work changes in time, scope, cost, and other factors. Understand risk tracking. Understand how essential communication is to the project management process. Understand why closeout activities matter. Estimate work, schedule, communications, and reporting necessities. Target Audience: 15 NASA GRC management and staff personnel located in the Chief Information Office. Place of Performance: NASA Glenn Research Center, Bldg. 142, Room 160C, Cleveland, OH 44135, unless otherwise notified. Period of Performance: To commence the week of September 14, 2015 (exact date will be determined after award) and continue for 10 sessions for 10 weeks (occurring 1 day per week) for 3 hours per session. Training may be a mix of face-to-face as well as live online delivery. The NAICS Code is 611710 Educational Support Services and the Small Business size standard is $15,000,000. The following clauses and provisions are applicable to this combined synopsis/solicitation: 52.212-1, Instructions to Offerors; 52.212-3 Offeror Representations and Certifications Commercial Items; 52.212-4 Contract Terms and Conditions Commercial Items; 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Suzanne.Honeycutt-1@nasa.gov not later than 4:30 p.m. Eastern Standard Time on Friday, August 28, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
