Description
FAR 52.212-5 FAR 52.212-3 Past Performance Questionnaire Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this requirement is PUR150290. This solicitation is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82. This requirement is issued under full and open competition. The associated NAICS code is 611512, "Flight Training". The small business size standard of this NAICS code is $27.5M (million). Background The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation - railroad, highway, marine and pipeline - and issuing safety recommendations aimed at preventing future accidents. In support of this mission and to enhance the knowledge and skills in core competencies to improve performance in the conduct and oversight of investigations, the NTSB requires initial training for two (2) NTSB employees with the objective of obtaining an FAA type rating certification on a Phenom 100/300 through an approved FAA training curriculum. The Contractor shall furnish all training materials, instructors, examiners, training equipment (i.e. simulators) and training facilities. Description of Requirement The NTSB has a requirement for: Line Item Number 0001: Quantity: 1 Each, Two-Pilot Crew Training (PIC Initial) to Obtain FAA Type Rating Certification on the Phenom 100/300. Upon receipt of contract award, the vendor shall issue training and preparation/home-study materials to the two (2) NTSB personnel that will be registering in the vendor's training course. Instructions to Vendors / Basis for Award The Government may award one (1) firm-fixed price contract to the responsible Contractor whose quote conforms to the combined synopsis/solicitation and will be most advantageous to the Government, price and other non-price factors considered, such that it provides the best value to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the NTSB. At a minimum, the Offeror shall submit 1) a detailed Training Agenda that outlines the hours/days of home-study, classroom training, simulator training, cockpit procedure training, etc. offered in its training program; 2) a description of its scheduling availability for the two-pilot crew during the September 2015 - November 2015 timeframe; 3) documentation to demonstrate that its training course is an approved FAA training curriculum, and 4) at least two (2) references of recent (within the past two (2) years) corporate/government customers to have taken the required initial training to Obtain FAA Type Rating Certification on the Phenom 100/300. Offerors shall ask their reference(s) provided to complete the past performance questionnaire (Attachment 3) and submit it directly to Matt Hazlinsky at fax: (240) 752-6325. It is the Offeror's responsibility to ensure that Past Performance Questionnaires are completed and timely submitted by customer references, and that correct names, addresses and phone numbers are provided in the responses for each reference. An Offeror will not be penalized in the evaluation with an unfavorable rating for the failure of its Training Experience references to complete and submit the Past Performance Questionnaires. The Government may contact Offerors' customer references or use other references/information to verify past performance. The NTSB will evaluate the Training Agenda and Documentation demonstrating FAA Training Curriculum for each Offeror as well as conduct a comparative evaluation of quotes in accordance with FAR 13.106-2 Evaluation of quotations or offers to determine the Offeror that represents the best value to the NTSB. Training schedule availability will be a consideration in determining best value. The Documentation demonstrating FAA Training Curriculum will be evaluated as go/no-go. Training Agenda will be evaluated comparatively against competing offers to determine the training vendor that offers the most comprehensive training experience. Customer references will not be evaluated but past performance information provided will be taken into consideration in making an award decision. Offerors must have acceptable past performance information in order to be considered for award. Training Agenda, Training Schedule Availability, Documentation demonstrating FAA Training Curriculum, and Past Performance, when combined, are significantly more important than price. In order to be eligible for award, pricing quoted must be determined to be fair and reasonable. Clauses and Provisions The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. See Attachment 1. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. See Attachment 2. Submission of Quotes Your proposal must be received no later than 4:00 p.m., Eastern Standard Time (EST), on September 2, 2015. LATE QUOTES MAY NOT BE CONSIDERED in accordance with FAR provision 52.212-1. Quotes may be transmitted via email to: Matt Hazlinsky Email: Matt.Hazlinsky@ntsb.gov The maximum size of an email, including attachments, which the NTSB email server can accept is 15 megabytes (MB). Therefore, the Contractor may choose to send their proposal in separate emails, if the combined file size of any email received by the NTSB email server will exceed 15MB. Contractors are encouraged to remove excess graphics from their proposals to ensure proposals remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your proposal at the email address of the contact specified above by the proposal due date.
