Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E156, Bethesda, MD 20892, UNITED STATES Description The National Cancer Institute (NCI), Lab of Cell Biology, plans to procure on a sole source basis the brand name Mosquito LCP crystallization system from TTP Labtech, Ltd, Melbourn Science Park, Melbourn, Royston, Herts SG8 6EE, UK. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(1) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. Delivery Date: 4 -6 weeks from date of award. The Laboratory of Cell Biology is comprised of 9 sections each working together to unravel the mystery and decipher different aspects of what makes a cell cancerous and how we treat it. Success in treatment of some disseminated cancers with chemotherapy has led to intensified efforts to understand why many other cancers are intrinsically resistant to anticancer drugs or become resistant to chemotherapy after many rounds of treatment. Identifying genes and mechanisms critical to the development of multidrug resistance in vivo and establishing a reliable method for analyzing clinical samples could help to predict the development of resistance and lead to treatments designed to circumvent it. TTP Labtech, Ltd. will provide the Mosquito robot which is essential for lab operations because of Mosquito's unique nanolitre liquid handling technology can perform multiple aspirations before a single dispense, which is essential for automating seeding and direct addition of additive screens in crystallization studies. In addition, the Mosquito robot uses smaller volumes of precious protein sample with no risk of cross contamination. The purpose of this acquisition is to procure a lab Mosquito LCP crystallization system which must be purchased to replace the outdated broken Mosquito LCP purchased from TTP Labtech for the process of protein crystallization. The following salient characteristics apply to the Mosquito LCP crystallization system: •Compatibility with existing TTP robotics system in place. •Compact footprint. •Multiple unique robotic crystallization features. The TCP LCP Mosquito is the only system known on the market that will work with the crystallization equipment in place in the Lab of Cell Biology. The X-ray crystallography lab has used TTP LCP crystallization for all its research studies over the past decade. Replacement with the same system is the only option since no other manufacturer can meet the specifications and requirements of the TTP robotics system in place. No other system is compatible. The TTP LCP crystallization system is a replacement for existing TTP equipment that is outdated and in dire need of replacement. The TTP LCP mosquito compact control station includes everything needed for process control in a compact footprint not available in other models. The small compact size is essential for fitting in the allotted space in the x-ray crystallography room. The TTP LCP crystallization robotic system has multiple features including Mosquito reproducibly pipetting liquids, irrespective of their viscosity or volatility due to pure positive displacement pipetting; all the necessary software handles to enable integration with our current system no other model can do that; Unbreakable - even if a wrong plate is used for a method or the plate is placed in upside down, the tips will bend but new ones can be loaded immediately and the run performed. X-ray crystallography is extremely specialized and TTP Labtech is the only manufacturer that produces the LCP Mosquito tailored to the requirement and specifics of the crystallography research carried out in the Laboratory of Cell Biology. The TTP system provides optimum reproducibility with current methodology and is the only system on the market that will be compatible with the existing x-ray crystallography system in place. TTP Labtech is the exclusive producer of the mosquito LCB crystallization system. This also includes the associated consumables which have been specifically designed, developed and manufactured for optimum use and efficiency with mosquito crystal and mosquito LCP and dragonfly. They are not purchasable from any other vendor in an identical form. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00am EST, on September 3, 2015. All responses and questions must be in writing and faxed 240-276-5401or emailed to Terry Galloway, Contracting Officer via electronic mail at gallowaytl@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
