- The requirement is for computer-aided dental prosthesis manufacturing. DEPARTMENT OF THE NAVY NAVAL MEDICAL LOGISTICS COMMAND NOTICE OF INTENT The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.106-1(b)(2)) with Bego USA Inc. 24 Albion Rd, Lincoln RI 02865, as the only responsible source that can provide for computer-aided dental prosthesis manufacturing. The requirement is for computer-aided dental prosthesis manufacturing for several Navy Dental Facilities. The requirement is for computer-aided dental prosthesis manufacturing. The contractor shall be able to mill and/or print dental restorations generated from dental prosthesis design software, specifically ExoCad and CEREC software. The contractor shall be able to produce dental implants from the ExoCad and CEREC software. The contractor shall be able to produce metal, ceramic, wax and polymer restorations. The contractor shall supply all manufacturing parameters for each material to be integrated into the installed software. Parameters shall be provided for the following materials: a. Non-precious dental alloy (Printed, Milled, and Cast) b. Noble dental alloy (Printed, Milled, and Cast) c. High noble dental alloy (Milled and Cast) d. Gradient shaded zirconia e. Pre-shaded zirconia f. Highly translucent zirconia g. Castable wax pattern material h. Polymethyl Methacrylate i. Gradient Shaded Polymethyl Methacrylate j. Lithium Disilicate (Milled and Pressed) k. Titanium alloy (Ti6Al4V) The contractor shall return all zirconia products fully sintered per the manufacturers' instructions for the requested material. The contractor shall be able to produce implant abutments in titanium alloy and zirconia. The contractor shall be able to provide hybrid abutment solutions with titanium bases and glued zirconia abutment. Abutments capabilities shall include the following implant connections: a. Branemark external hex b. Nobel Biocare Replace Tri-Lobe c. Biomet Certain d. Biomet Osseotite external hex The contractor shall be able to provide multiple implant frameworks from computer-aided design (CAD) software for materials including zirconia, titanium alloy, and Chrome Cobalt (CrCo). Production workflow may not provide a master cast to verify fit, and would require digital quality control. The contractor shall be able to provide a physical pattern when a metal alloy duplication is required. The required implant connections for the frameworks are: a. Branemark external hex b. Nobel Biocare Replace Tri-Lobe c. Biomet Certain d. Biomet Osseotite external hex e. Nobel Biocare multi-unit abutment The contractor shall be able to print dental models including, but not limited to pindex models, solid models, individual dies, and implant models with analogs. The contractor shall be able to provide direct metal manufacturing of removable partial denture (RPD) frameworks from digital designs. The contractor shall be able to provide milled multi-unit implant level frameworks from a digital file and without a physical model. The contractor shall be able to provide milled noble and high noble crowns and bridges. The contractor shall provide a solution for data file transfer, not to include the hospital network. The solution may include WiFi Protected Access II (WPA-2) enterprise secured hotspots. The contractor shall perform a screening and evaluation process on data files prior to manufacturing. The evaluation tool shall include but not be limited to minimum material thickness parameters and manufacturability of the design. The evaluation tool shall include monitoring of occlusal thickness of crown/bridge specific to material and axial thickness of crown/bridge specific to material. The contractor shall deliver manufactured products to the site in less than seventy-two (72) hours from transmission of data files. In the case of a detected design problem, the contractor will be required to deliver the product within seventy-two (72) hours of the resubmission of corrected design. The contractor shall deliver multiple implant frameworks within ninety-six (96) hours of submission. The contractor shall be responsible for all shipping costs, including shipment of physical cases from the dental laboratory. The contractor shall provide a digital receipt to the submitting laboratory for all case submissions. The contractor shall notify the submitting laboratory of any observed design or manufacturing problems within two (2) hours of case submission. If a product is delivered to the site that does not meet the requirement of the government, the contractor shall correct the deficiency, remanufacture another product, and deliver to the site with no additional cost to the government. The equipment shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. The equipment shall be installed in compliance with OSHA requirements. Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. Based on the above information, the only technically acceptable system is provided by Bego USA Inc. This acquisition is being conducted under FAR Part 12 and 13. Provisions and clauses in effect through Federal Acquisition Circular 2005-83 are incorporated. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339114 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Any Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement.
