Description

NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS REQUEST FOR PROPOSAL (RFP) UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS RFP EITHER BEFORE OR AFTER THE RFP CLOSING DATE. The 410th Contracting Brigade Regional Contracting Office, Soto Cano AB, Honduras intends to Issue a Request for Proposal (RFP) to award a single firm fixed price contract to provide all labor, tools, materials, equipment, transportation, supervision and other items to improve the following area: PAD cell for Office of Security Cooperation -Honduras (OSC-H) located at Hangar 4 at Soto Cano Air Base, Honduras. 1. The Contractor shall renovate PAD cell for Office of Security Cooperation-Honduras (OSC-H). 1.1 The contractor shall paint interior walls to aid in the longevity of the facility. A light color (white) is preferred to allow the room to remain cool during the summer months. 1.2 The contractor shall coat floor with a durable material (floor paint will suffice) to aid in the longevity of the facility. 1.3 The contractor shall replace the current wooden door with a secure steel door that contains a cipher lock for added physical security. The door jamb will need to be reinforced due to current damage. 1.4 The Contractor shall install an 8-foot drop ceiling with insulation. 1.5 The Contractor shall install (3) three 48-inch fluorescent lights. 1.6 The contractor shall install security cage around the interior windows and breaker panel. Replace the exterior windows with concrete blocks for physical security purposes. 1.7 The Contractor shall install ten (10) quad outlets with breaker protection and three (3) LAN drops. 1.8. The Contractor shall install an HVAC system to keep the room cool during summer months. 1.9 The contractor shall replace tiling in the urinal, sink, and shower in the latrine. 1.9.1. The contractor shall replace the two (2) toilets and the one (1) shower head. Install two (2) fluorescent lights. The above general outline of the principal features of work does not in any way limit the responsibility of the Contractor to perform all work required by the SOW, plans, and specifications. The work shall comply with all applicable local codes. The contractor is responsible for verifying dimensions and other information presented in the specifications A Site Visit will be scheduled on the first week of September 2015 at Soto Cano Air Base, Comayagua, Honduras. A firm date will be published upon the issue of the solicitation all interested parties are encouraged to attend, please confirm attendance to yessica.m.valladares.fn@mail.mil PROJECT MAGNITUDE IS LESS THAN $25,000.00 The project is to be completed 30 days after receipt of Notice to Proceed. This procurement will be issued as unrestricted. All responsible sources may submit a proposal. The office proposes to post RFP# W912QM-15-R-0006 to the FedBizOpps website (http://fbo.gov) on or about 28 August 2015 with an estimated 12 calendar day's response time. Once the solicitation is issued, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. Contract award may be determined using the Source Selection procedures in FAR Part 15. All contractors are reminded, in accordance with DFARS 252.204-7004, Alternate A, System for Award Management (SAM), that lack of registration in the SAM system BY AWARD DATE may make a contractor ineligible for award. Please acknowledge all requirements in proposals. All interested parties are encouraged to attend the site visit. NO PARTIAL QUOTES WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE. No response to this notice is necessary. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Any questions, requests for information (RFI's) etc. relating to the upcoming solicitation must be submitted in writing via email to the individuals designated in the solicitation. Telephone requests for packages, questions, RFI's etc. WILL NOT be accepted.
