Description
Fort Belvoir Community Hospital has a requirement to procure PCCC training to improve the design of patient, family and caregiver healthcare experiences. The Government intends to procure this training via a sole source to Professional Research Consultants, Institute for Healthcare Excellence, LLC, because the training uses the "colleague-to-colleague" training approach, meaning that the company's licensed practitioners train other licensed practitioners - in this case, physicians. This approach of using licensed practitioners (instead of using non-medical instructors) breaks down barriers and results in more effective and realistic training. Also, this program has been developed over 12 years and has been customized to meet the needs of the military medical community. Further, the program is designed to train highly qualified individuals to provide the training to other licensed medical personnel. Additionally, it takes considerably less time to complete the specified training than other training offerings. This is of critical importance because the licensed military physicians who take the training must attend the sessions in person and cannot perform their regular duties while participating in this training. Consequently, because the requested training can be completed during a six month period and other approaches could take up to two years to complete, given the transitory nature of military service, other approaches which require a prolonged training period are not acceptable. Lastly, the program has been delivered to approximately 30 facilities - many of which are military bases. Responsible sources not solicited for this requirement may submit a capability statement for the agency's consideration. However, prospective offerors are advised that the agency has authorized procurement of the training under "other than full and open competition" procedures in accordance with FAR 6.302-1. A copy of the J&A will be posted no later than 14 days after contract award.
