Description
This notice is being publisher in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals. The proposed contract is for Non-personal service to Perform to Design and Implement Measures and Metrics for System of Thinking in Irregular Warfare to current Army Analysis. The Government intends to solicit and negotiate with only one source under Simplified Acquisition Procedures (SAP), pursuant to the statutory authority of 10.usc.2304(c)(1) as implemented by FAR subpart 13.106-1(b)(1)(i). For purchases not exceeding the simplified acquisition threshold, contracting officer may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonable available. The Mission Installation Contracting Command - Presidio of Monterey on behalf of TRADOC Analysis Center- Monterey, CA, intends to award sole source, firm fixed price contract to University of Virginia Office of sponsored Programs; Department of systems and Information Engineering, School of Engineering and Applied Science, 1001 N. Emmet St. Charlottesville, VA 22903-4833 for the Metrics for Systems Thinking In Irregular Warfare (IW). The University of Virginia will design and implement metrics to determine systems thinking in IW analysis. Services include research and development of relevant metrics to determine systems thinking, plan for implementation across TRAC IW analysis, and documentation to support effectiveness of metrics and applicability to current Army analysis. Proposed Period of Performance: 15 September 2015 through 14 September 2016. The North American Industrial classification System (NAICS) Code is 541712, Research and Development in the Physical Engineering and Life Sciences (Except Biotechnology) with a size standard in number of Employees - 500. This notice of intent is not a request for competitive proposals, however interested parties may identify their interest and capability to meet all aspect of the requirement. Response should be addressed to Contract Specialist Ms. E. Malissa Williams via email evan.m.williams6.civ@mail.mil no later than Friday, 23 August 2015, 12:00 PDT. A determination not to compete this requirement, based upon responses to this notice is solely within the discretion of the Government.
