Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS. The National Institute of Environmental Health Sciences (NIEHS), National Toxicology Program (NTP), Research Triangle Park, NC intends to negotiate on a sole source basis and issue an order with Inera, Inc., Belmont, MA 02478 as it has been determined that only one responsible source and no other supplies or services will satisfy agency requirements. This request is for the purchase of eXtyles software, licenses, journal reference module, book reference module, pubmed reference module, URL module, validating export engine, customization for NTP, installation, training, and support. This purchase will allow NTP to provide scientific information about potentially hazardous substances in our environment for use by its various stakeholders, including health regulatory and research agencies, medical and scientific communities, and the public, to inform their decision-making. NTP generates this information through the conduct of research/testing and literature analysis activities. The outcome of this work is publication of NTP technical products including report and monographs. NIEHS/DNTP requires an integrated set of software tools, customized to NTP's editorial and visual requirements, to carryout automated editorial and XML production processes to generate NLM NCBI PubMed's Bookshelf-compliant Book Interchange Tag Suite (BITS) XML files and files to use for NTP's new web-publishing template for NTP technical products. This tool must be able to define the structure of the XML files using a specific Document Type Definition (DTD) according to NLM specifications. Key features needed: The product shall work with Microsoft Word, the word processing program used to produce NTP technical products; The BITS DTD shall be at least BITS 1.0; The BITS DTD shall map Microsoft Word paragraph and character styles and font face changes, handle hierarchical elements of paragraph styles, and provide appropriate tags; The BITS DTD shall define sorting of metadata elements and transformation into appropriate XML elements; The BITS DTD shall address complex tables (multiple rows and columns), figures, equations, footnotes, appendices, references, and reference citations and provide appropriate tags, links, and in-text callouts; Bibliographic references shall be formatted according to APA style and provide PubMed IDs and doi numbers for references along URL validation;The BITS DTD shall be self-contained within the software and enable exported files to be parsed for appropriate tagging without connection to the Internet; The XML file shall be validated according to the BITS DTD with comments inserted at point of the error and notification regarding success or failure of export operation to enable ready and easy correction of errors; The export filter shall create XML files that meet standards for deposit in NCBI PubMed Bookshelf; Training shall be provided, the software shall be easy to use, and technical XML experience or knowledge by staff shall not be needed; Post-implementation updates shall be provided along with technical support; and continued access to the software shall be available with annual renewal of licenses and shall be configured to allow easy addition of other features, if desired. Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval. This notice of intent is not a request for competitive proposals; however, all responses received within 6 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 6 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Inera Inc. The NAICS Code/Size is 511210/$38.5 Million. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
