- NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Stephen B. Thacker CDC Library - Software Systems Maintenance and Upgrades The Centers for Disease Control and Prevention (CDC), Center for Surveillance, Epidemiology and Laboratory Services (CSELS) hereby submits a notice of intent to award a sole source, firm fixed price contract to Ex Libris Systems, 1350 E. Touhy Ave., Suite 200 E., Des Plaines, IL, 60018. This commercial contract is for maintenance support, upgrades and technical assistance to the Stephen B. Thacker CDC Library's software systems: Primo, SFX, and Voyager. These systems allow the Stephen B. Thacker CDC Library to provide electronic and print resources, to include all e-resources (journals, books, and databases) as well as the CDC online catalog to all CDC users. The CDC Library computer software systems are vital to its mission, Voyager is the is the system that integrates the operational needs of the library into one system. It is comprised of relational databases and client software that interacts with various databases. SFX is the link resolver that allows access to an extensive collection of resources like e-journals and e-books. The Primo system gives users a single "Google-like" search interface to find all possible resources in print and electronic means. Alma is a Unified Resource Management System (URM) that redefines the functions of the individual systems. Should the Alma system be implemented, it will support the entire suite of library operations, to include selection, acquisition, metadata management, digitization, and fulfillment. The period of performance for this effort will be a 12-month base period with three (3) 12-month option periods for all software suites. This requirement will also have an optional line item for the inclusion of ALMA software, which is a Library Management System (LMS) that supports the full range of library operations from materials and resources in both physical and electronic formats. The total estimated value of the procurement is $700,000.00. This hereby constitutes a synopsis of the options included in this requirement. This sole source contracting action is conducted pursuant to the authority under 10 U.S.C. 2304(c)(1), as set forth in Federal Acquisition Regulation (FAR) 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. North American Classification System Code (NAICS) is 541519 with a standard business size of $27.5 million. Due to the proprietary nature of these systems, Ex Libris is the only source with access and rights to perform software updates, upgrades, and patches, and the only source that can provide maintenance and technical support to their products. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Center for Disease Control and Prevention Stephen B. Thacker Library. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals; however, the Government will consider any responses from capable sources received within 15 days after date of publication of this notice.
