Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ)for the following: NASA Glenn Research desires to improve its capabilities for the measurement of transient species in combustion environments. As part of that effort it is seeking to purchase a spectroscopy system consisting of one monochromator, various gratings to cover the Ultraviolet to Near Infrared spectral range for use in that monochromator, a gated intensified imaging camera to be used with that monochromator and for independent imaging, a CCD imaging camera to be used with that monochromator, and the required optical fiber connectors, camera mounts and other accessories to ensure seamless operation of the various components as a single system. Detailed specifications for the various components are given below. The vendor may choose to meet the requirements of any individual component specification with one or more compatible components that fulfill the individual specification. All the components shall be used as a single system and must be compatible with each other and be delivered calibrated for use. All remotely operated components shall come with suitable LabView VI libraries for use in computer control and data acquisition. Vendor software shall operate on Windows 7 computers that are currently used to control and collect data for all other equipment in the existing laboratory. 1)Imaging Spectrograph, focal length no less than 190 mm and no more than 220 mm, an aperture ofF/3.6 (or faster) to ensure optimal light collection for imaging purposes and minimal integration times, a motorized, remotely controllable adjustable input slit with a minimum slit size to be 10 um and a maximum slit size to be 2.5 mm, dual, remotely selectable outputs compatible with CCD imaging cameras (see below), a motorized, remotely controllable adjustable output slit with a minimum slit size to be 10 um and a maximum slit size to be 2.5 mm output compatible with non-imaging detector mounts, a motorized grating turret capable of holding at least two gratings, a mounting device to hold those gratings in the turret, aluminium+MgF2 coated optics, and a USB2.0 (or similar) electronic interface (slit assemblies are further specified below); 2)Gratings to be used with the Imaging Spectrograph, a.Ruled grating, 300 l/mm, 300 nm blaze, aluminum + MgF2 coating, b.Ruled grating, 300 l/mm, 500 nm blaze, aluminum + MgF2 coating, c.Ruled grating, 600 l/mm, 300 nm blaze, aluminum + MgF2 coating, d.Ruled grating, 600 l/mm, 500 nm blaze, aluminum + MgF2 coating, e.Ruled grating, 1200 l/mm, 300 nm blaze, aluminum + MgF2 coating, f.Ruled grating, 1200 l/mm, 500 nm blaze, aluminum + MgF2 coating, g.holographic grating, 1800 l/mm, optimized 200 - 650 nm, 265 nm peak wavelength, aluminum + MgF2 coating, h.holographic grating, 1800 l/mm, optimized 220 - 1080 nm, 480 nm peak wavelength, aluminum + MgF2 coating; 3)Four (4) turret mounts for mounting the gratings (Item 2 above) in the Imaging Spectrograph (Item 1 above); 4)Entrance shutter, for mounting on Imaging Spectrograph (Item 1 above),25 mm aperture, 10Hz maximum rate (sustained), 40 Hz maximum (burst); 5)Remotely operate, motorized slit assembly,10 um to 2.5 mm operation, for use as a direct input port for the Imaging Spectrograph (Item 1 above); 6)Remotely operated, motorized slit assembly,10 um to 2.5 mm operation, for use as an output port for the Imaging Spectrograph (Item 1 above); 7)An 11 mm fiber ferrule X-Y adjuster, with SMA input for use with the direct input port slit assembly (Item 5 above); 8)Scientific camera, back-illuminated CCD, UV-enhanced optimised at 250 nm, 2048 x 512 pixels, 13.5 x 13.5 um pixel size, thermo-electric cooling down to -100C, 16 bit digitisation, Full Vertical Binning operation permitting minimum 120 spectra per second, Crop Mode permitting minimum 900 spectra per second crop mode, 3 MHz maximum pixel readout rate, USB2.0 interface; 9)A mounting flange to adapt Item 9 above to Item 1 above; 10) Gated and Intensified Scientific camera, 1024 x 1024 pixels CCD detector, 13 x 13 um pixel size, minimum 4 frames per second readout, Full Vertical Binning operation permitting minimum 120 spectra per second, 1:1 fibre-optic coupled image intensifier, 18mm Gen 3 EVS photocathode, 40% peak QE typ., P43 phosphor, 2ns minimum gate width, 500 kHz photocathode repetition rate, integrated 3x output ultra-low jitter digital delay generator, cooling to -40C, USB2.0 interface; 11) A mounting flange to adapt Item 11 above to Item 1 above; 12) Nikon F-mount lens adapter plate for iStar and Spectroscopy CCDs; 13) LabView VI libraries for use in computer control and data acquisition; 14) Vendor software shall operate on Windows 7 computers that are currently used to control and collect data for all other equipment in the existing laboratory; 15) All the components shall be used as a single system and must be compatible with each other and be delivered calibrated for use. The provisions and clauses in the RFQ are those in effect through FAC 2005-83 http://nais.nasa.gov/far/ ]. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 334516 / 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA GLENN RESEARCH CENTER, 21000 BROOKPARK RD., CLEVELAND OHIO 44135-3191 is required.
