Description
The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-15-R-4410 for the award of a Single Award Indefinite Delivery Indefinite Quantity- Contract (SA-IDIQ) for Chief of Naval Operations (CNO) scheduled availabilities for DDG 51 class ships home-ported in Norfolk, VA. The SA-IDIQ contract will be competed as a full and open, coast-wide competition on the east coast of the United States. The SA-IDIQ contract will consist of a three (3) year ordering period. This contract is a supply contract with incidental service elements. The supply being procured is the repaired, mission-ready vessel, which is returned to service within the U.S. Naval Fleet. This requirement will consist of all labor, supervision, material, equipment and facilities necessary to execute the CNO availabilities and will include significant modernization components for the DDG 51 Class ships. All availabilities are expected to be long-term (greater than 180 calendar days of production) and will require dry-docking. This solicitation is for a Firm Fixed Price (FFP) contract type with provisions for possible award fee to incentivize contractor performance during delivery order (DO) execution. The solicitation will be issued electronically via Federal Business Opportunities (FBO) at https://www.fbo.gov/ and interested parties must comply with that announcement. Interested Offerors should monitor the FBO page for the release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/. FBO is the single point of entry for posting of the synopsis and solicitations. This pre-solicitation notice is for informational purpose only and shall not be construed as a commitment by the Government to solicit contractual offers or award of contracts. The Government is not soliciting, nor will it accept proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. All responsible sources may submit a proposal, which shall be considered by the agency. The solicitation is forthcoming.
