- Spectrum Reallocation This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this sources sought. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this sources sought. The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) is seeking potential partners for the development of a new radio solution for the MK 2 Man Transportable Robotic System (MTRS). The MK2 MTRS robot is manufactured sole source by Foster Miller. The MTRS MK 2 robot is a small, tracked, military robot designed for missions ranging from reconnaissance to combat. The MTRS MK 2 is a modified version of the commercial TALON 4 robotic system and can operate under the most adverse conditions to overcome almost any terrain. The portable robot is controlled through either a two-way RF or Fiber Optic tether from a portable Operator Control Unit (OCU) that provides continuous data and video feedback. The MTRS MK 2 payload and sensor options include: multiple cameras (color, black and white, infrared, thermal), a two-stage arm with gripper, pan/tilt unit, and two-way communications. While the radio system is targeted for initial integration on the MK2 MTRS platform the system should also support transition onto future EOD robotic systems, such as the Advanced Explosive Ordnance Disposal Robotic System (AEODRS) Increments 2 and 3 platforms. AEODRS is a family of systems with common architecture. Each variant can be broken into modules and the interfaces between the modules is defined by a Government owned and controlled common architecture. AEODRS Increments 2 and 3 are due to be competed in FY 2016. The Government has been mandated to vacate its current frequency band, 1755-1850 MHz, which has led to the need to find a new communications radio solution for the MK2 MTRS. To meet this requirement, NSWC IHEODTD is conducting market research to ascertain the knowledge and experience of potential vendors capable of developing a communications radio solution for integration onto the MK 2 MTRS. Vendors responding shall submit a capability statement no more than 10 pages demonstrate knowledge or experience in the following areas of consideration: •· Developing systems that comply with Society of Automotive Engineers (SAE) AS-4 Joint Architecture for Unmanned Systems (JAUS) •· Developing systems that comply with existing government controlled unmanned systems open architectures, such as AEODRS and Army Interoperability Profiles (IOP). •· Development of Software Defined / Modular Radio solutions for unmanned systems applications. •· Radio and unmanned system architecture development •· MK2 MTRS integration experience / MK2 MTRS architecture knowledge to support the integration of a new radio. •· Transition and maturation of prototype technology (Technology Readiness Level 5) onto program of record / fielded unmanned robotic systems •· Knowledge of application, testing, and certifications that support DOD Cyber Security and Operations Security (OPSEC) Requirements •· Prototyping capabilities •· Production capabilities •· Ability to meet the 2020 deadline to move the MK 2 MTRS out of the 1755-1850 MHz frequency band All interested sources shall include with their capability statements the organization name, address, point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code. In addition, all interested sources shall provide a summary of their company's capabilities to provide the required resources to support the areas of consideration listed above. The capability statements should address at a minimum to accomplish the areas of consideration: personnel skillset, labs/test equipment, fabricating equipment, relevant current/past work, production ability, and support ability.
