- Objective: Determine the technical, regulatory, and economic feasibility of a high-speed passenger ferry (nominally in San Francisco Bay) powered solely by hydrogen fuel cells. Approach: This feasibility study has the following tasks: 1. Ferry Technical and Economic Feasibility: Examine and determine whether or not such a boat can be built, and the primary question there centers around the weight and volume of the hydrogen fuel cell system and its impact on boat size and performance. The cost of designing, building, and operating the boat must be understood to define the business case of the fuel cell boat. This cost assessment will include not only the costs needed for executing this project but also cost targets for future commercial versions of the boat for widespread use in a variety of applications including revenue ferry service. 2. Hydrogen Station Technical and Economic Feasibility: The technical feasibility study will examine the requirements for a hydrogen fueling facility to support the boat. This includes assessment of potential locations, bunkering (vessel fueling) procedures, and hydrogen supply methods. The economics of the hydrogen station and resulting hydrogen cost will be analyzed. Costs will be analyzed for current amounts as well as projected costs in approximately five years leveraging expected advances in commercial availability of technology. 3. Regulatory Review: The regulatory (environmental, safety, permitting) aspects of both the ferry and the hydrogen station will be examined. Requested Information from Potential Partners:Sandia desires the feasibility study to have accurate descriptions of the current technical specifications and costs (or near-term projected costs) for a variety of zero-emission fuel cell technologies for vessel propulsion and on-board hydrogen storage technologies, and for the hydrogen station tself. Preliminary estimates show the need for approximately 2 MW of on-board fuel cell generation capacity, up to 1,000 kg of onboard hydrogen storage, and a hydrogen station with capacity up to 1,500 kg/day with both 350 bar and 700 bar dispensing capability for the vessel and for land-based vehicles. Sandia invites interested parties to submit information including: • Description of experience, expertise, investments, and capabilities with the hydrogen fuel cell industry, including commercially-available or near-commercial products that have the potential to meet these specifications. • Description of experience and capabilities with the supply of gas and/or hydrogen fuel including hydrogen fueling stations. Interested companies that can supply these technologies at these scales and are interested in providing this information, such as fuel cell manufacturers or integrators, hydrogen storage manufacturers and integrators, hydrogen station equipment suppliers, and hydrogen station developers/owners/operators, may be contacted for follow-up information gathering. The information provided must be approved for public release. Required/Desired Qualities from Potential Partners: Required Qualities: Interested companies are required to have experience and expertise in one or more of the following areas: • Hydrogen fuel cell products • Hydrogen generation or delivery products • Hydrogen fueling station development Instructions to Responders: Interested parties that meet the criteria outlined above are invited to respond to this opportunity announcement.
