This Sources Sought Synopsis (SSS) is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This SSS does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SSS; all costs associated with responding to this SSS will be solely at the interested party's expense. Not responding to this SSS does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of potential offerors to monitor these sites for additional information pertaining to this requirement. PURPOSE The United States Air Force Life Cycle Management Center/Propulsion Directorate/ Propulsion Sustainment Division/ Specialty Engines Branch/ (AFLCMC/LPSC) at Tinker AFB, OK is requesting information pursuant to FAR Part 10 in support of Market Research to identify potential sources to provide T56-A-15 Series 3.0 Overhaul and Repair of Compressor and Turbine Modules with Installation of T56-A-15A Series 3.5 Upgrade Kit hardware. The Government will use this information to determine the best future acquisition strategy for this procurement, inclusive of the need to do an Industry Day and or Pre-solicitation Conference. The Government does have the associated technical data to provide to potential sources. The Contractor must have an approved SAR by the USAF CEA prior to contract award to be eligible for award and performance of these PWS requirements. The Contractor shall ensure all changes to sources accomplishing overhaul / repair / installation efforts are qualified IAW established T56 RQRs and SAR process approvals. PROGRAM DESCRIPTION The United States Air National Guard (ANG) has proposed modification to re-engine its fleet of 10 LC-130H aircraft from the current T56-A-15 Series 3.0 version to the enhanced T56-A-15A Series 3.5 engine configuration. This effort will coincide with the installation of the ANG managed NP2000 8-bladed propellers and the C-130 System Program Office (SPO) managed Electronic Propeller Control System (EPCS) to capitalize on engine performance and efficiency improvements for this unique mission aircraft. The ANG will conduct an Operational Utility Evaluation (OUE) to quantify the performance and efficiency benefits of the combined T56-A-15A Series 3.5, NP2000, and EPCS systems on two C-130H aircraft assigned to the 153rd AW, Cheyenne ANG Base, WY. This requirement is to provide 50 modified T56-A-15 Compressor and Turbine modules in support of the 10 ANG LC-130 aircraft (40 installed engines, 8 spare engines, and 2 module spares). The Government intends to conduct a validation / verification effort of depot-level technical data for the 3.5 TCTO on the 1st compressor and turbine module overhaul / kit upgrade pair produced at the contractor's facilities via shop floor demonstration. The Contractor shall provide Rolls Royce OEM engineering and technical support as well as their own engineering and technical support for technical data process validation / verification efforts, and other technical support issues as required. Oral communications are not acceptable in response to this notice. Capability statement packages will be evaluated solely for the purpose of determining the availability and adequacy of potential sources prior to determining an acquisition and contract strategy. Please limit responses to 20 pages written and/or 20 MS PowerPoint slides. Responses to all or part of the above RFI will be accepted. Proprietary information shall be clearly marked. The Government will NOT be responsible for any proprietary information not clearly marked.
