- Description
- This Sources Sought Notice (SSN)/Request for Information (RFI) is being posted to satisfy the requirement under the Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with IPECO Holdings, for a depot assessment that will review the current capabilities compared to those of the Original Equipment Manufacturer (OEM) in determining the delta requirement for the depot and intermediate level maintenance repair capability for the Captain (Pilot) crew seat (P/N 3A296-0007-21-1) and the First Officer (co-pilot) crew seat (P/N 3A296-0008-21-1) in support of Fleet Readiness Center Southeast's depot and Logistics Management Information Team for the P-8A aircraft. This effort also includes the Depot and/or Intermediate Level Capability Establishment, which will be posted as a SSN/RFI under PSC Code 4920 and NAICS Code 336360 under RFI N68335-15-R-0251-A. Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source contract to IPECO Holdings, as this company is considered the only responsible source capable of providing the technical data, design drawings, provisioning data, Unit Under Test data, training documents and equipment required to standup the depot and intermediate level repair capability. IPECO is the OEM of the flight station crew seats currently installed and tested on the P-8A, and therefore is the only vendor capable of providing the supplies/services to meet the Government requirement. THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(c)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government.
