Description
Performance Work Statement Sources Sought Synopsis (SSS) for Repair of TF33 Laser Clad Turbo Fan 2 nd, 3 rd, and 4 th Stage Low Speed Turbine Blades THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This SSS is in support of Market Research, pursuant to FAR PART 10 being conducted by the United States Air Force to identify potential repair sources and to determine if this effort can be competitive or a Small Business Set-Aside. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The government does not intend to award a contract on the basis of this market research. No funds are available to fund the information solicited. The 76 PMXG Group at the Air Force Sustainment Center (AFSC) located at Tinker Air Force Base in Oklahoma is requesting information to identify potential sources for the repair of TF33 Laser Clad Turbo Fan 2 nd, 3 rd, and 4 th Stage Low Speed Turbine Blades related to the items listed in the Performance Work Statement (PWS) attached as a part of this announcement. The Government will use this information to determine the best future acquisition strategy for this procurement, inclusive of the need to do an Industry Day and/or Presolicitation Conference. These parts are determined to be critical safety items and critical application items; therefore qualification requirements apply and can be located at https://www.fbo.gov/spg/USAF/AFMC/OCALCCC/2840-00-529-6202/listing.html. The proposed North American Industry Classification Systems (NAICS) Code is 336412, which has a corresponding Size Standard of 1,000 employees. The Government is interested in all businesses to include Large Business, Small Businesses, Small Disadvantaged Businesses, 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Women-Owned Small Business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the works that will be accomplished by the prime and the work accomplished by the teaming partners. The Government requests that non-proprietary information be submitted in response to this SSS. However, should proprietary information or trade secrets be submitted, it must be clearly identified by stating "PROPRIETARY," and will be safeguarded. Any proprietary information that is submitted may be used as a general concept. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Contractors must be registered on System for Award Management (SAM) to be eligible for contract award or payment from any DOD activity. Information on registration and annual confirmation requirements may be obtained via the Internet at https://www.sam.gov/portal/public/SAM/. The proposed acquisition is for the repair of the TF33 Laser Clad Turbo Fan 2 nd, 3 rd, and 4 th Stage Low Speed Turbine Blades. The contractor shall furnish all required labor, facilities, equipment and material to accomplish the repair, test, packing, preservation and packaging and return the TF33 Laser Clad Turbo Fan 2 nd, 3 rd, and 4 th Stage Low Speed Turbine Blades to the Government in a completely serviceable condition. 1. Noun - TF33 Laser Clad Turbo Fan 2 nd, 3 rd, and 4 th Stage Low Speed Turbine Blades 2. Description - The blades extract energy from hot combustion gases to drive the axial flow compression system. 3. NSNs & Part Numbers - See attached PWS herein 4. Application - TF33 engines in support of the E-3, B-52, E-8 and KC-135 aircraft 5. Delivery - Based on contractor receipt of repairable asset. Condemnations will not count as production and shall be delivered back to Tinker AFB, OK. Contractors are encouraged state their estimated repair and delivery capabilities for each NSN listed. Interested persons may identify their interest and capability to respond to the SSS. This notice of intent is not a request for competitive proposals. The information in this notice is current as of the publication date but is subject to change and is not binding to the Government. Oral submissions of information are not acceptable. Responses and/or questions to this synopsis will be posted through FBO. The Government requests interested parties to submit a brief statement of current capability to perform these services.
