- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at Far 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-15-T-00178. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-83 and DFARS Change Notice 20150626. It is the contractor ™s responsibility to be familiar with the applicable clauses and provisions. The NAICS Code is 336413- Aircraft Assemblies, Subassemblies, and Parts (Except Engines) Manufacturing and the Small Business Standard is 500 employees. This is 100% small business set-aside procurement per FAR 52.219-6. The following provisions and clauses are applicable: FAR 52.212-1 INSTRUCTIONS TO OFFERORS ”COMMERICAL ITEMS (JUN 2008) 1.0 GENERAL PROPOSAL INSTRUCTIONS The Government will award a contract resulting from this solicitation to the responsible Contractor whose offer conforming to the solicitation in accordance with FAR 15.101-2 Lowest Price Technically Acceptable Source Selection Process, price and other factors considered. Contractors shall prepare a quote as set forth below. Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired. Failure of a quote to comply with these instructions may be grounds for exclusion of the quote from further consideration. FAR 52.212-2 Evaluation-Commercial items is applicable to this procurement. (a) The Government will award a contract resulting from this solicitation to the responsible Contractors whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offers. AWARD WILL BE MADE BASED ON: Technical Capability and Sub-Factors Located in the Evaluation Criteria Section of the Solicitation/RFQ Delivery Past Performance Price The Government reserves the right to make an award to other than the lowest price Contractor if the Contracting Officer determines that to do so would result in the greatest value to the Government. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Contractor within the time acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the Contractor ™s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. ELECTRONIC QUOTE SUBMISSION IS ACCEPTABLE: Each Contractor must submit a quote in accordance with the instructions herein. When evaluating a Contractor, the Government will consider how well the Contractor complied with both the letter and spirit of these instructions. The Government will consider any failure on the part of a Contractor to comply with the letter and spirit of these instructions to be an indication of the type of conduct it can expect during contract performance.
