The GORDON GUNTER is 194 feet long overall, and its home port is Pascagoula, MS. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: General Requirements; Temporary Services; Drydocking and Routine Drydock Work; Underwater Hull Preservation and Coating (Maintenance Coat); Sea Valve Overhauls; Bow Thruster Inspection and Service; ABS Drydock Survey and Intermediate Hull Survey 6; Generator and Motor Room Bilge Preservation; Galley Exhaust Duct and Fan Cleaning; Navigation and Task Light Rewire; Renew Weather Tight Doors; Tank Level Indicator Calibration; Reseal Galley Deck Covering; Renew Deck Equipment Hydraulic Hoses; Forward Mast Preservation; and ADCP Transducer Renewal. OPTION ITEMS: CO Stateroom 02-14-1-L Rearrangement; Radar Installation; Doppler Speed Log Upgrade to Consilium; Exhaust Stack Steel Replacement; Miranda Davit Installation; POS MV Installation; and ECDIS Installation. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be approximately 73 calendar days, with a start date on or about November 3, 2015 and a completion date on or about January 14, 2016. Place of performance shall be the contractor's facility. Ship's transit time to and from the place of performance is not included in the specified performance period. The date, time and place for an inspection of the ship is August 18, 2015, 9:00 a.m. (local time) at 151 Watts Avenue, Pascagoula, MS 39567. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer, Mr. Brian L. Kelly, on or before noon on August 15, 2015 at (228) 769-1155 or (309) 643-9012 or by Email at Brian.L.Kelly@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. The RFP will be issued on or about July 17, 2015 with proposals due on September 4, 2015. The anticipated award date is September 18, 2015. This procurement is unrestricted; all responsible sources may submit an offer which shall be considered by the agency. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value, price and price related factors considered. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted).
