Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6, with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-57 as corrected. The Department of Veterans Affairs, VA Western NY Healthcare System, Buffalo VA Medical Center, 3495 Bailey Avenue, Buffalo, New York 14215-1129 has a requirement for Hoptel services or overnight lodging for eligible Veterans and beneficiaries receiving Veterans Health Administration (VHA) health care services. This solicitation is 100% set-aside for Small Business. The applicable NAICS code is 721110, with a size standard of $32.5 million. Solicitation Number VA528-15-Q-0333 is being issued as Request for Quotes (RFQ) and the intent is to award an Indefinite Delivery / Indefinite Quantity Service Contract. The period of performance shall be from October 1, 2015 through September 30, 2016 with two (2) one year option periods to be exercised at the discretion of the Government. VAMC will schedule conduct site visits upon receipt of proposals that meet the requirements as stated within the solicitation. VAMC INSPECTIONS: VAMC reserves the right to conduct on-site health and safety inspections during the performance period of the contract of the contractor's facilities at any time. The contractor shall provide ten (10) furnished hotel/motel rooms monthly. The contractor must be located within a five (5) mile radius of the Buffalo VA Medical Center located at 3495 Bailey Avenue, Buffalo, New York 14215-1129. Upon a two week advance notice, the hotel/motel will provide rental of up to ten (10) rooms or arrange for comparable accommodations within a five (5) mile driving distance to the Buffalo VAMC. Contractor will bill only for rooms being utilized in accordance with FAR 52.216-21. LIMIT OF VAMC LIABILITY: The VAMC assumes no liability for damage caused by the Veteran or his family. Any expenses incurred by the VAMC Lodger (e.g., to include but not limited to telephone use room service, internet charges, movies, room service, room butler) other than prescribed in the provisions of this contract, shall not be assumed by or the responsibility of the VAMC. The VAMC's liability under this contract is limited to the hotel room rental charge. The contractor shall explain to the VAMC Lodger and their guests' that any expenses and miscellaneous charges are not the liability of the VAMC and not covered by this contract.. Any offer that does not meet the solicitation requirements as deemed by the Contracting Officer may be rejected as non-responsive. All offers must provide company (Hotel) name, point of contact information and the VAMC solicitation number. Only electronic offers will be accepted. Offers are due to richard.williams18@va.gov no later than 2:00 PM EST on September 4, 2015.
