Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, W912LP-15-Q-6007, is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83, effective 03 Aug 2015. This procurement is Unrestricted. The NAICS code is 541850 and the small business size standard is $15 million. Basis for award will be best value in accordance with FAR 52.212-2. The following commercial service is requested in this solicitation: The contractor shall provide the Iowa Recruiting and Retention Battalion with an advertising package that provides double-sided gas pump wraps, approximately 16 quote mark wide x 41 quote mark long, displaying Iowa National Guard advertisements on convenience store gas pumps across the state of Iowa, with a total advertising time of one year (approximately 30-days to produce/install the wraps and approximately 11 months of advertising). See Attachment #2, Performance Work Statement (PWS), for specific requirements. The Iowa Army National Guard would like to advertise on the maximum number of pumps at a wide range of unique locations with the funds available, which meet the requirements outlined in the PWS. The government has budgeted $200,000 for this acquisition. This is not a co-branding initiative. Contractor shall provide a firm fixed price (FFP) proposal for the following contract line item numbers (CLINs): 0001 Production and installation of gas pump wraps, FFP per pump 0002 Advertising, 11 months, FFP per pump/per month 0003 Contractor Manpower Reporting (CMR), 1 report, FFP per report (vendor may indicate a price or quote mark no charge quote mark for this CLIN) Submission Requirements: Prospective vendors must submit the following information with their proposal package. Past Performance: Vendors shall provide a list of three (3) to five (5) references for customers that have advertised at convenience stores within the last three (3) years. Vendors must submit the following information for each of their references with their proposal packets: Name of the Point of Contact, company represented, brief description of the advertising provided, telephone number with area code, and e-mail address. Technical: Vendors shall provide a list of the convenience stores available for advertising. For each convenience store, the following information shall be provided: Address, City, Zip Code, monthly average number of impressions, and number of gas pumps available for wrap advertising. In addition, vendors shall provide a brief description of your proposed implementation plan to produce and install the wraps within 30-days. If unable to achieve the 30-day requirement identified in the PWS, the vendor shall identify the number of days it will take to complete the production and installation process. Price: Submit pricing on Attachment #3, Convenience Store Advertising Pricing Schedule. Vendors shall include completed copies of the representations and certifications with the quote (Attachment #1, pages 4-14).
