- This notice is being issued to help determine the availability of qualified businesses technically capable of meeting the Government requirement and to determine the method of acquisition, including whether a small business social-economic set-aside is possible. This notice is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will not be responsible for any costs incurred by the respondents to this notice. The notice is for research and information purposes only. The Bureau of Reclamation (BOR) has a requirement for a Hitachi SF6 Gas Circuit Breaker (1972) type HVD 145 40KA 2000A to be serviced. Acceptable timing for an open cycle is no more than 33ms. During recent diagnostics testing, timing for an open cycle was approximately 280ms. After operating the breaker several times, the timing was reduced to 106ms. After BOR personnel cleaned components of the operating mechanism, the timing was reduced further to 72ms, however, well above the maximum open cycle time. It appears the pin in the pilot valve is contaminated with dirt and grease preventing the breaker from operating within acceptable time limits. The Bureau of Reclamation requires the breaker to be serviced and restored to the manufacture ¿s operating specifications. Specifically, BOR requires the following tasks to be completed: * Lubricate all linkages * Rebuild oil dashpot * Rebuild air system to include all of the pilot/charging valves * Train BOR electricians to complete the following tasks in accordance with Hitachi Maintenance Manual. * lubricate all linkages * rebuild oil dashpot * rebuild air system including pilot/charging valves. The solicitation number will be R15PS01709. The solicitation, amendments, and any other information will be issued in electronic format only and will be available on or about September 1, 2015 through the Federal Government Electronic Posting System, www.fedbizopps.gov. No additional media (CD-ROM, floppy disk, faxes, email, etc.) will be provided. Paper solicitations will not be available.
